In answer to Councilman Ward's question about the proposed substation, J. L. Renner, Engineer for Southern California Edison, described the planned project as a low-profile trans- mission station, and stated that the highest rack would be 32 feet; that there will be two buildings, for the communica- tion and maintenance building and the control room; that the project, planned for 1985, will be surrounded by an 8 to 12 foot high wall on Warner and on Grand, with a 35 foot wide landscaped setback which will include 124 trees. Mayor Evans closed the public hearing when no other speakers wished to comment on the matter. On the motion of Councilman Brandt, seconded by Councilman Garthe, carried 6:0 unanimously, the Negative Declaration was approved and filed, and the following ordinance was placed on first reading: ORDINANCE NO. NS-1387 - AN ORDINANCE OF THE CITY OF SANTA ANA APPROVING AMENDMENT APPLICATION NO. 771 TO REZONE PROP- ERTY LOCATED AT THE SOUTHWEST CORNER OF GRAND AND WARNER AVENUES FROM THE A1 (GENERAL AGRICULTURE) DISTRICT TO THE MI (LIGHT INDUSTRIAL) DISTRICT AND AMENDING SECTIONAL DISTRICT MAP NO. 30-5-9. CA 10 PUBLIC HEARING - AMENDMENT Mayor Evans announced APPLICATION 773 - ORANGE AVE. that this was the time ORDINANCE NO. NS-1388 1ST READING and place for the public hearing of Negative Declaration and Amendment Application 773 to rezone property located on the west side of Orange Avenue between Myrtle and Camile Streets from the Ri District to the R2 District. Senior Planner William Daugherty stated that the subject appli- cation involves six properties comprising .86 acre; that the General Plan designation is high density residential; that there are single family homes on five of the parcels, and the lot at 516 South Orange has a move-in duplex located on it; that with the approval of the owners of the property in the entire block, the zone change could be accomplished for the entire block face; and that following a public hearing held September 12, 1977. the Planning Commission unanimously recommended approval. The owner of the property at 516 South Orange, Treva M. Munick, stated that the building had only one kitchen, and she would appreciate the rezoning so that she could complete the remodel- ing to a duplex. There being no further speakers, the Mayor closed the public hearing. On the motion of Councilman Brandt, seconded by Councilman Ward, carried 6:0 unanimously, the Negative Declaration was approved and filed, and the following ordinance was placed on first reading: ORDINANCE NO.
