In answer to Councilman Ward's question about the proposed <br />substation, J. L. Renner, Engineer for Southern California <br />Edison, described the planned project as a low-profile trans- <br />mission station, and stated that the highest rack would be <br />32 feet; that there will be two buildings, for the communica- <br />tion and maintenance building and the control room; that the <br />project, planned for 1985, will be surrounded by an 8 to 12 <br />foot high wall on Warner and on Grand, with a 35 foot wide <br />landscaped setback which will include 124 trees. <br /> <br />Mayor Evans closed the public hearing when no other speakers <br />wished to comment on the matter. <br /> <br />On the motion of Councilman Brandt, seconded by Councilman <br />Garthe, carried 6:0 unanimously, the Negative Declaration was <br />approved and filed, and the following ordinance was placed <br />on first reading: <br /> <br />ORDINANCE NO. NS-1387 - AN ORDINANCE OF THE CITY OF SANTA <br />ANA APPROVING AMENDMENT APPLICATION NO. 771 TO REZONE PROP- <br />ERTY LOCATED AT THE SOUTHWEST CORNER OF GRAND AND WARNER <br />AVENUES FROM THE A1 (GENERAL AGRICULTURE) DISTRICT TO THE <br />MI (LIGHT INDUSTRIAL) DISTRICT AND AMENDING SECTIONAL <br />DISTRICT MAP NO. 30-5-9. CA 10 <br /> <br />PUBLIC HEARING - AMENDMENT Mayor Evans announced <br />APPLICATION 773 - ORANGE AVE. that this was the time <br />ORDINANCE NO. NS-1388 1ST READING and place for the public <br /> hearing of Negative <br />Declaration and Amendment Application 773 to rezone property <br />located on the west side of Orange Avenue between Myrtle and <br />Camile Streets from the Ri District to the R2 District. <br /> <br />Senior Planner William Daugherty stated that the subject appli- <br />cation involves six properties comprising .86 acre; that the <br />General Plan designation is high density residential; that there <br />are single family homes on five of the parcels, and the lot at <br />516 South Orange has a move-in duplex located on it; that with <br />the approval of the owners of the property in the entire block, <br />the zone change could be accomplished for the entire block <br />face; and that following a public hearing held September 12, <br />1977. the Planning Commission unanimously recommended approval. <br /> <br />The owner of the property at 516 South Orange, Treva M. Munick, <br />stated that the building had only one kitchen, and she would <br />appreciate the rezoning so that she could complete the remodel- <br />ing to a duplex. <br /> <br />There being no further speakers, the Mayor closed the public <br />hearing. <br /> <br />On the motion of Councilman Brandt, seconded by Councilman Ward, <br />carried 6:0 unanimously, the Negative Declaration was approved <br />and filed, and the following ordinance was placed on first <br />reading: <br /> <br />ORDINANCE NO.
