RECESS meeting was reconvened. At 9:07 P.M. Mayor Evans called for a recess of the meeting; at 9:15 P.M. the PUBLIC HEARING - AMENDMENT Mayor Evans announced APPLICATION ??0 - STH STREET that this was the time ORDINANCE NO. NS-1383 - ADOPTED and place for the public hearing of Negative Declaration and Amendment Application 770 to rezone property located on the south side of Fifth Street between Euclid Street and the Orange County Flood Control District Channel from the A1 District to the R2-PRD District. Senior Planner William Daugherty stated that the total area of the subject property is 5.7 acres and has 414 feet of front- age along Fifth Street; that there are presently four duplexes on the property, but that the applicant proposes to demolish all existing structures and construct a 68-unit condominium complex on the property; that the general area is planned for medium density residential; and that the Planning Commission, following a public hearing on August 22, unanimously recommended approval of the proposed zone change. James Whitmore of Whitmore Homes, Inc. said he would be avail- able to answer any questions on the project. There being no further speakers, the public hearing was closed by Mayor Evans. On the unanimously carried 6:0 motion of Councilman Yamamoto, seconded by Councilman Bricken, the Negative Declaration was approved and filed, and the following ordinance received second readi~ng and was adopted: ORDINANCE NO. NS-1383 - AN ORDINANCE OF THE CITY OF SANTA ANA APPROVING AMENDMENT APPLICATION NO. 770 TO REZONE PROPERTY LOCATED AT 4910 WEST FIFTH STREET FROM THE A1 (GENERAL AGRICULTURE) DISTRICT TO THE R2-PRD (MULTIPLE FAMILY RESIDENCE) DISTRICT AND AMENDING SECTIONAL DISTRICT MAP NO. 9-5-10. CA 10 PUBLIC HEARING - AMENDMENT Mayor Evans announced APPLICATION 771 - WARNER & GRAND that this was the time ORDINANCE NO. NS-1387 1ST READING and place for the public hearing of Negative Declaration and Amendment Application ??1 to rezone property located at the southwest corner of Warner and Grand Avenues from the A1 District to the Mi District. William Daugherty, Senior Planner, stated that the total area of the subject property to be rezoned is 9.32 acres; that the total area owned by Southern California Edison Company is approximately 30 acres with 850 feet of frontage on Warner Avenue and 1,500 feet of frontage on Grand Avenue; that the utility company plans to construct a substation on the subject site to serve the 2S-square-mile surrounding industrial and residential areas; that the construction of a substation is a permitted use on property zoned Mi; and that after considera- tion of these facts, it was determined that a Negative Declara- tion could be issued.
