RECESS <br /> <br />meeting was reconvened. <br /> <br />At 9:07 P.M. Mayor <br />Evans called for a <br />recess of the meeting; <br />at 9:15 P.M. the <br /> <br />PUBLIC HEARING - AMENDMENT Mayor Evans announced <br />APPLICATION ??0 - STH STREET that this was the time <br />ORDINANCE NO. NS-1383 - ADOPTED and place for the public <br /> hearing of Negative <br />Declaration and Amendment Application 770 to rezone property <br />located on the south side of Fifth Street between Euclid Street <br />and the Orange County Flood Control District Channel from the <br />A1 District to the R2-PRD District. <br /> <br />Senior Planner William Daugherty stated that the total area <br />of the subject property is 5.7 acres and has 414 feet of front- <br />age along Fifth Street; that there are presently four duplexes <br />on the property, but that the applicant proposes to demolish <br />all existing structures and construct a 68-unit condominium <br />complex on the property; that the general area is planned for <br />medium density residential; and that the Planning Commission, <br />following a public hearing on August 22, unanimously recommended <br />approval of the proposed zone change. <br /> <br />James Whitmore of Whitmore Homes, Inc. said he would be avail- <br />able to answer any questions on the project. <br /> <br />There being no further speakers, the public hearing was closed <br />by Mayor Evans. <br /> <br />On the unanimously carried 6:0 motion of Councilman Yamamoto, <br />seconded by Councilman Bricken, the Negative Declaration was <br />approved and filed, and the following ordinance received second <br />readi~ng and was adopted: <br /> <br />ORDINANCE NO. NS-1383 - AN ORDINANCE OF THE CITY OF SANTA <br />ANA APPROVING AMENDMENT APPLICATION NO. 770 TO REZONE <br />PROPERTY LOCATED AT 4910 WEST FIFTH STREET FROM THE A1 <br />(GENERAL AGRICULTURE) DISTRICT TO THE R2-PRD (MULTIPLE <br />FAMILY RESIDENCE) DISTRICT AND AMENDING SECTIONAL DISTRICT <br />MAP NO. 9-5-10. CA 10 <br /> <br />PUBLIC HEARING - AMENDMENT Mayor Evans announced <br />APPLICATION 771 - WARNER & GRAND that this was the time <br />ORDINANCE NO. NS-1387 1ST READING and place for the public <br /> hearing of Negative <br />Declaration and Amendment Application ??1 to rezone property <br />located at the southwest corner of Warner and Grand Avenues <br />from the A1 District to the Mi District. <br /> <br />William Daugherty, Senior Planner, stated that the total area <br />of the subject property to be rezoned is 9.32 acres; that the <br />total area owned by Southern California Edison Company is <br />approximately 30 acres with 850 feet of frontage on Warner <br />Avenue and 1,500 feet of frontage on Grand Avenue; that the <br />utility company plans to construct a substation on the subject <br />site to serve the 2S-square-mile surrounding industrial and <br />residential areas; that the construction of a substation is <br />a permitted use on property zoned Mi; and that after considera- <br />tion of these facts, it was determined that a Negative Declara- <br />tion could be issued. <br /> <br />CITY COUNCIL MINUTES <br /> <br />363 OCTOBER 3, 1977 <br /> <br /> <br />
