RECESS At 3:30 P.M. the meeting <br />EXECUTIVE SESSION was recessed for an <br /> Executive Session to <br /> discuss pending litiga- <br />tion; at 4:10 P.M. the meeting was reconvened and immediately <br />recessed to 608 North Main Street, Center for Tomorrow's Com- <br />munities, for a Ribbon Cutting ceremony to begin the City's <br />Housing Rehabilitation Program; and subsequently the meeting <br />was recessed for dinner. The evening session of the Council <br />meeting was reconvened at 7:30 P.M. with Councilman Ortiz <br />absent. <br /> <br />PLEDGE OF ALLEGIANCE The Invocation was given <br />INVOCATION by Thomas L. Thorkelson, <br /> Church of Jesus Christ <br /> of Latter Day Saints, <br />following the Pledge of Allegiance to the Flag. Bishop Thor- <br />kelson stated that, "No success in life can compensate for <br />failure in the home", and he presented a copy of the booklet <br />"Family Home Evening" to each Councilman. CA 80.17 <br /> <br />PUBLIC HEARING CUP 77-23 Mayor Evans announced that <br />2801 W. BROOK ST. this was the time and place <br />APPROVED for the public hearing <br /> of Negative Declaration <br />and Conditional Use Permit 77-23 to allow a home for five men- <br />tally retarded women at 2801 West Brook Street in the Ri District, <br />set for public hearing on motion of the City Council on Septem- <br />ber 19. <br /> <br />William Daugherty, Senior Planner, stated that the applicant <br />will provide 24-hour care for five mentally retarded women; <br />that the surrounding development is single family residential; <br />that the General Plan indicates low density residential; that <br />in the area bounded by Fairview, the Santa Ana River, 1st Street <br />and McFadden, there are four facilities of a community care <br />nature serving 17 persons, which would not constitute overcon- <br />centration; that at the Planning Commission hearing four persons <br />spoke in favor of the permit, and there was no opposition; and <br />that the Planning Commission recommended the approval of the <br />application following public hearing on August 22, 1977. <br /> <br />Speakers in favor of the Conditional Use Permit were: <br /> <br />Ken Brandt, Regional Center of Orange County, $00 S. Main, Orange <br />Father Stuart Campbell, Immaculate Heart, 1100 S. Center <br />Patrick Avlicino, 202 Fashion Lane, #217, Tustin <br />Violet Archer, 921 S. Huron Drive <br />Joanne Gordon, 2047 South Rene Drive <br />James I. Gordon, Teacher in Santa Aha, 2047 S. Rene Dr. <br /> <br />The speakers were generally very supportive of Mrs. Millard and <br />her home; they stated that she provided a very clean, neat and <br />also very loving home for the residents; and that there was no <br />objection from residents to her relocating in the neighborhood. <br /> <br />Mayor Evans asked if there were any further speakers; there being <br />none, he closed the public hearing. <br /> <br />On the motion of Councilman Brandt, seconded by Councilman Garthe, <br />and carried 4:2, with Mayor Evans and Councilman Ward dissenting, <br />the Negative Declaration was approved and filed, and the City <br />Attorney was instructed to prepare a resolution approving Condi- <br />tional Use Permit 77-25 and affirming the approval of the Planning <br />Commission.
