Mr. Blunt stated that the City had operated <br />11 programs which created 3,110 job slots, which were made <br />available to approximately 3,435 unemployed City residents; and <br />that the audit compliments the City for operating a very large, <br />complex program in an efficient manner. CA 131.11 <br /> <br />SPECIFIC PLAN FOR STREET Acting on the recommenda- <br />ALIGNMENT NO. 49 COLLEGE AVE. tion of Director of Public <br />PUBLIC HEARING SET Works John Stevens in his <br /> report dated February 14, <br />1978, and the January 9 recommendation of the Planning Commis- <br />sion, Council set a public hearing for March 13 at 7:30 P.M., <br />for consideration of the Specific Plan for Street Alignment <br />No. 49 and the Environmental Impact Report for alignment of <br />College Avenue from 17th Street to 354.16 feet north, on the <br />motion of Councilman Bricken, seconded by Councilman Garthe, <br />and carried 6:1, with Councilman Ward dissenting. CA 29.7 <br /> <br />MINNIE-STANDARD STREET AREA <br />PROPERTY MAINTENANCE ORDINANCE <br />DIRECTED STAFF <br /> <br />February 13, the City Council: <br /> <br />Acting on the recommenda- <br />tion of Community Relations <br />Director Peter Grams, <br />in his report dated <br /> <br />l) <br /> <br />Authorized Staff to proceed with a plan to assist in <br />the resurfacing of the parking areas at the Minnie- <br />Standard Apartments at a cost estimated between <br />$60,000 - $120,000, to be repaid to the City by <br />property owners over a S-10 year period; <br /> <br />2) <br /> <br />Directed Staff to prepare a property maintenance <br />ordinance for multiple dwelling units and to present <br />the ordinance to the Human Relations Commission and <br />Planning Commission for their review and recommenda- <br />tion prior to formal consideration by Council; and <br /> <br />3) <br /> <br />Directed Staff to prepare a plan for a comprehensive <br />inspection program of older residential housing stock, <br />utilizing existing inspectors with proposed additions <br />of staff (to be funded through Community Development <br />or other federal-State funds); <br /> <br />on the motion of Councilman Bricken, seconded by Councilman Ortiz, <br />and carried 6:1, with Councilman Ward dissenting. The maker of <br />the motion stipulated that Staff should consider the concerns <br />expressed by Council during the discussion in the preparation <br />of the ordinance. During the discussion, Councilman Bricken <br />stated that the ordinance should provide that authorization to <br />proceed to improve privately owned property should be initiated <br />by the Council. Councilman Ward stated that he would support <br />an incentive approach for property owners to improve their <br />property; that he would support an ordinance that addressed <br />overcrowding, sanitation and trash standards, but that he would <br />not support a broad-term property maintenance ordinance.
