TRASH NEGOTIATIONS BETWEEN Bruce Spragg, City Manager <br />GREAT WESTERN RECLAMATION & STAFF orally reported that Staff <br />REPORT RECEIVED had held its third meeting <br /> with representatives of <br />Great Western Reclamation, the City's trash collection contractor, <br />regarding contract negotiations; that there will be no severability <br />of commercial and residential pickup; and that the fourth meeting <br />is scheduled for February 24 to discuss the scope of the audit~ <br />a reasonable rate of return, i.e., profit before taxes and <br />quality service standards. CA 11.4 <br /> <br />INFORMATION CENTER Council authorized a regu- <br />RECEPTIONIST POSITION lar full-time position for <br />AUTHORIZED Clerk Typist I at the <br /> Information Center; <br />authorized a classification study by the Personnel Department <br />to establish a class more clearly defined for the Information <br />Center receptionist; and instructed Staff to report back to the <br />City Council upon completion of such a study for review and <br />approval, on the motion of Councilman Ward, seconded by Council- <br />man Brandt, and carried 4:3, with Councilmen Garthe, Yamamoto, <br />and Ortiz voting against the motion. CA 50.1 <br /> <br />ORANGE TOWERS DEVELOPMENT Council authorized Staff <br />TRAFFIC PLAN to implement the traffic <br />IMPLEMENTATION AUTHORIZED safety plan presented <br /> on February 6 to reduce <br />the traffic impacts of the City of Orange Orange Towers Develop- <br />ment in the northeast area of Santa Ana, on the unanimously <br />carried 7:0 motion of Councilman Bricken, seconded by Councilman <br />Ward. The plan included: <br /> <br />The installation of stop signs along Santiago Street <br />at two strategic locations in an effort to discourage <br />traffic from using Santiago as a by-pass to either <br />Main Street or Grand Avenue; <br /> <br />Staff investigation of the possibilities of installing <br />a raised median on Memory Lane at its intersection <br />with Santiago, which would prevent left turns for <br />westbound to southbound onto Santiago; and <br /> <br />Staff investigation of the feasibility of channeliz- <br />lng the intersection of Lawson Way and Memory Lane <br />to prevent southbound left turns onto Memory Lane. <br /> CA 78.11 <br /> <br />CITY OF COSTA MESA Director of Public Works <br />SOUTH COAST TOWN CENTER John Stevens stated that <br />TRAFFIC IMPACTS REPORT RECEIVED the County Board of <br /> Supervisors, in response <br />to resolutions from the cities of Santa Ana, Costa Mesa and <br />Irvine, had authorized a traffic study for the central Orange <br />County area on February 15; that the study will be done in-house <br />and require approximately one year. <br /> <br />Council requested Staff to continue to monitor the development <br />to keep Council advised and to notify Council prior to the comple- <br />tion of the EIR process.
