There were no proponents or opponents, and the Mayor closed <br />the hearing. <br /> <br />Councilman Brandt moved to approve and file the Negative Declara- <br />tion and to place the following ordinance on first reading: <br /> <br />ORDINANCE NO. NS-1408 - AN ORDINANCE OF THE CITY OF <br />SANTA ANA APPROVING AMENDMENT APPLICATION NO. 781 TO <br />REZONE PROPERTY LOCATED AT 3050 SOUTH BRISTOL STREET FROM <br />THE C4 (PLANNED SHOPPING CENTER) DISTRICT TO THE R4 <br />(SUBURBAN APARTMENT) DISTRICT AND AMENDING SECTIONAL <br />DISTRICT MAP NO. 26-5-10. CA 10 <br /> <br />The motion was seconded by Councilman Garthe, and carried <br />unanimously 6:0. <br /> <br />PUBLIC HEARING Mayor Evans announced that <br />APPEAL #386 - VA NO. 77-76 this was the time and place <br />1432 E. 17TH - CONTINUED for the public hearing of <br /> Negative Declaration and <br />Appeal #386 of the Planning Commission denial of Variance <br />Application No. 77-76, to allow a professional office in an exist- <br />ing residence in the Ri District at 1432 East Seventeenth Street. <br />He further stated that Mr. Dan Van Dorpe, 1000 Lincoln Avenue, <br />Anaheim, representing the applicant, Dr. Joan. B. Glad, had <br />requested a continuance. <br /> <br />Councilman Brandt moved to continue the hearing to March 13, 1978 <br />at 7:30 P.M. The motion was seconded by Councilman Ward, and <br />carried unanimously 6:0. CA 13.3 <br /> <br />ORAL COMMUNICATION City Manager Bruce Spragg <br />SENATE BILL 1 (BEHR) stated that he had been <br />NO ACTION contacted by a staff mem- <br /> ber of the League of <br />California Cities who had requested support of two amendments <br />to SB1 (Behr), a property tax relief bill, which is scheduled <br />to be heard by the State Legislature Ways and Means Committee <br />tomorrow (February 22). Councilman Brandt spoke against support- <br />ing the bill because it would impose a 5% sales tax on the differ- <br />ence between the original and purchase price on property resales. <br /> <br />Councilman Brandt's motion to oppose SB1 and transmit that oppo- <br />sition to all Orange County legislators of both houses, was <br />seconded by Councilman Ward. The motion failed as follows: <br /> <br />AYES: Brandt, Ward <br /> <br />NOES: Garthe, Evans, Yamamoto, Bricken <br /> <br />ABSENT: Ortiz <br /> <br />The Council consensus was to take no position on SB 1. CA 57 <br /> <br />ORAL COMMUNICATION Councilman Brandt stated <br />INFORMATION CENTER RECEPTIONIST that earlier during the <br />POSITION FROZEN Council meeting, the <br /> Council had acted to <br />authorize a Typist Clerk I permanent position in the Public <br />Information Office; and that shortly thereafter, in another <br />action, Council had acted to place a hiring freeze on all <br />positions. He requested and moved that Council authorize the <br />filling of the position.
