Broadway <br />Don Barker, 2328 Riverside Drive <br />Maurice Lycan, 2332 Riverside Drive <br /> <br />Several of the speakers requested information regarding the <br />effect of Alignment A on their properties as well as the traffic <br />on Santa Clara Avenue and Broadway. <br /> <br />The Director of Public Works stated that Staff had not yet <br />prepared detailed plans; that Staff will be working with the <br />community for input throughout that process; and that everyone <br />is aware whose house will stay and whose will be taken. <br /> <br />Mr. Casnocha was opposed to Alignment A, and spoke in favor of <br />Alignment C. He stated Alignment A would result in moving the <br />traffic congestion from one part of town to another, and end <br />up with a large number of cars on Main Street and Memory Lane. <br /> <br />Mr. Barker was opposed to Alignment A and spoke in favor of <br />Alignment D-1 as having the least impact on the neighborhood. <br />He filed a letter, dated February 20, 1978 in support of his <br />opinion. <br /> <br />Mrs. Virginia Ferry also filed a letter in opposition to Align- <br />ment A because of high replacement and relocation costs for her <br />property and her sister's, which are located in the 2300 North <br />Broadway block. She suggested that Main Street be widened as <br />an alternative. <br /> <br />Councilman Ward moved to approve Alignment A for the Broadway <br />Overpass and to instruct Staff that the concept drawings, <br />specifications, and models, possibly, of the bridge alignment <br />and mitigating environmental features be developed prior to the <br />start of final engineering drawings, and prior to phased construc- <br />tion and purchase, and to obtain Council approval of these after <br />certification by Staff that mitigation is in agreement with the <br />property owners and residents within the impacted area. The <br />motion was seconded by Councilman Bricken, and carried 5:1, <br />with Mayor Evans dissenting. CA 29.10 <br /> <br />PUBLIC HEARING - AMENDMENT Mayor Evans announced <br />APPLICATION 781 BRISTOL ST. that this was the time <br />APPROVED and place for the public <br /> hearing on the Negative <br />Declaration and Amendment Application 781, to rezone property <br />located on the west side of Bristol Street, between Segerstrom <br />and Garry Avenues, from the C4 (Planned Shopping Center) Dis- <br />trict to the R4 (Suburban Apartment) District. <br /> <br />Planning Director Charles Zimmerman stated that the subject <br />property contains approximately 5.7 acres; that it is indi- <br />cated on the General Plan as Medium Density Residential (8-15 <br />units per acre); that the property is presently developed with <br />an apartment project; that the rezoning is in compliance with <br />the General Plan, and that it was recommended unanimously by <br />the Planning Commission on January 23, 1978. <br /> <br />CITY COUNCIL MINUTES 76 FEBRUARY 21, 1978 <br /> <br /> <br />
