PUBLIC HEARING - A.D. NO. 241 Mayor Evans announced that <br />SANTA ANITA NORTHEAST this was the time and place <br />RESOLUTIONS 78-28, 29, 30, 31 for the public hearing of <br />ADOPTED; BID AWARD APPROVED protests and objections <br /> to the proposed construction <br />of certain street improvements, together with appurtenances and <br />appurtenant work, and all matters relating to Assessment District <br />No. 241; and further, to determine whether or not said proceed- <br />ings should proceed without the provisions of Division 4 of the <br />Streets and Highways Code of the State of California; and that it <br />is a combined hearing. <br /> <br />The Clerk of the Council announced that the Resolution of Inten- <br />tion was regularly published and due notice of this Hearing and <br />the adoption of the Resolution was duly made and given in the <br />manner and form as provided by law, and that the following <br />affidavits are on file in the Office of the Clerk of the Council: <br /> <br />Affidavit of Publication, Certificate of Posting Streets, Certifi- <br />cate of Mailing Notice and Certificate of Filing Boundary Map. <br /> <br />Director of Public Works John Stevens stated that the proposed <br />district lies between Fifth Street and Washington Street, east <br />of Harbor and west of Jackson; that 14 bidders were solicited and <br />three bids received; that the low bidder was Sully-Miller in <br />the amount of $534,211.25 and was $26,000 under the department <br />estimate. <br /> <br />The Clerk of the Council stated that she had received two written <br />protests, one from Mr. and Mrs. H. P. Vaughan, 3625 West Eleventh <br />Street (A.P. 101-181-21) and one from Gladys Bauernschmitt, <br />518 North Bewley (A.P. 101-191-21); that both protestants are <br />senior citizens living on fixed incomes and that the $900 estimated <br />assessment would be difficult for them to pay. <br /> <br />Speakers in opposition to the Assessment District were: <br /> <br />Mrs. H. P. Vaughan, 3625 W. llth St. <br />Mrs. Hoskins, representing her mother, <br /> 1213 N. Bewley <br />Amelia Talavera, 4521 W. Penny Avenue <br />Robert Beam, 1221 N. Bewley <br />Harold Goodman, 1017 N. Bewley <br />Hector Picos, 1209 N. Bewley <br /> <br />Laura Swanstrom, <br /> <br />Most of the speakers pointed out that there are no sewers in a <br />portion of the District, and objected to the construction of <br />street improvements prior to sewer installation; others informed <br />Council of financial problems that would make it difficult for <br />them to pay the proposed assessment. <br /> <br />Speakers in favor of the Assessment District were: <br /> <br />Fernando Barona, representing Santa Nita Neighbors <br />Margaret Hills, 1010 N. Bewley <br />Robert Burke, 921 N. Bewley <br />Fannie Pipkin, 3702 W. llth <br /> <br />One of the property owners, Margaret Hills, had already installed <br />sidewalks and wished to make sure that her assessment would be <br />adjusted accordingly; and the representative of the Santa Nita <br />Neighbors requested the City to provide them with a copy of <br />the project contract, and a written monthly progress report, <br />and to schedule a meeting with the contractor and a representa- <br />tive of the Public Works Department in Santa Anita. <br /> <br />Director of Public Works John Stevens stated that the area of the <br />assessment District without sewers lies within the Garden Grove <br /> <br />CITY COUNCIL MINUTES <br /> <br />104 MARCH 13, 1978 <br /> <br /> <br />
