COUNCIL CHAMBERS SOUND SYSTEM <br />PROGRESS REPORT <br /> <br />of the Council Chambers sound system. <br /> <br />Councilman Bricken <br />announced that he had met <br />with Staff members to <br />begin the improvement <br /> CA 77A <br /> <br />CIVIC CENTER BARRIO <br />RELOCATION BENEFITS <br />REFERRED TO STAFF <br /> <br />acted on February 28 <br />Rapp; that on March <br /> <br /> Mr. Francisco Meza of <br /> 808 West Third Street <br /> stated that the <br /> Redevelopment Agency <br />to condemn the property owned by Howard <br />20, the 21 families who reside on that pro- <br /> <br />perty received notices of rent increases; that they are unable <br />to move because the housing units to be provided by Mead Housing <br />are not yet ready; and that the increased rents are a hardship <br />on the tenants. <br /> <br />Redevelopment Director Richard Goblirsch stated that the City <br />Attorney has taken steps to expedite the condemnation of the <br />property and that statements by the residents substantiating <br />the hardship of the increased rents will be submitted to the <br />Judge in support of the City's request~ for consideration to <br />expedite the condemnation. <br /> <br />On the motion of Councilman Garthe, seconded by Councilman Ortiz, <br />unanimously 6:0 carried, the request was referred to Staff for <br />report and any further recommendation at the next meeting. <br /> CA 71; CA 82.6 <br /> <br />ANIMAL BUTCHERING IN Judy Striker, 3001 Royal <br />BACK YARDS Palm Drive, Costa Mesa, <br />REFERRED TO STAFF advised Council that some <br /> people in Santa Ana have <br />been butchering animals in their back yards; and that she feels <br />that this practice is inappropriate for children to witness, <br />but that possibly it is not considered by the Food and Drug <br />Administration as an approved method of providing meat for <br />human consumption. By informal unanimous consent of Council <br />the matter was referred to Staff. CA 95 <br /> <br />ANIMAL OVERPOPULATION Hazel Mortensen, 8921 <br />REFERRED TO STAFF Blackheath Circle, West- <br /> minster, speaking for the <br /> United Humanitarians of <br />Orange County, stated that there are hundreds of dogs running <br />the streets; that it is against the law for these animals to run <br />loose and that they often times cause traffic accidents as well <br />as sanitation problems. Mrs. Mortenson suggested that the City <br />disseminate information concerning the spaying and neutering of <br />animals in an effort to reduce the animal population. The <br />request was referred to Staff for report and recommendation, <br />on the motion of Councilman Bricken, seconded by Councilman <br />Brandt, and carried 6:0 unanimously. CA 95 <br /> <br />ORAL COMMUNICATION Earl Owens, 1418 French <br />MUNICIPAL CODE AMENDMENT TO Street, supported the <br />ALLOW WOOLLY MONKEY tN CITY request of Jackie Maynard <br /> to allow her to keep her <br />Woolly Monkey named "Pinky". Jackie Maynard thanked Council <br />for reconsideration of its action and publicly apologized for <br />any comments made that had offended Councilmen.
