EMPLOYMENT CONTRACT NEGOTIATIONS Mr. John O'Malley, repre- <br />SANTA ANA CITY EMPLOYEES ASSOCIATION senting the miscellaneous <br /> employees who are members <br /> of the Santa Ana City <br />Employees Association, stated that he had come to the Council <br />meeting to address the subject of Council action to reduce <br />salaries and cut fringe benefits, but that those items had been <br />deleted from the Agenda. He stated that the next negotiating <br />meeting would be held on July 6, 1978, Fifth Floor, City Hall. <br />Councilman Bricken stated that he would favor open negotiations <br />so that the citizens and the press could be present. <br /> <br />Mrs. Wes Van Der Pool concurred with the right of citizens to <br />monitor negotiations for salaries to be paid with tax money. <br /> <br />City Attorney Keith Gow stated that the Brown Act permitted <br />negotiations conducted in private, but did not require that <br />they be private. <br /> <br />Creda Nielson, Fire Department employee, stated that City employ- <br />ees should not be the scapegoats for the world's inflation; <br />that cutbacks in salaries do effect the level of service in <br />that the morale of employees is affected; that police and fire <br />employees have struggled to get salaries commensurate with the <br />risk involved in their jobs and to a level within which they <br />can live; and that the voters and City employees want the fat <br />cut out of the budget, those services that are non-essential. <br /> <br />Councilman Bricken stated that he was pleased that City employees <br />would come to express their views for the benefit of the Council. <br />He also stated that he feels the City must cut the growth of <br />expenditures. <br /> <br />Miles Leach, 2025 West Tenth Street, favored holding down City <br />expenditures, and stated his opinion that the passage of Proposi- <br />tion 13 indicated that the cost of government is too high. <br /> CA 50.1; CA 65B <br /> <br />ADJOURNMENT <br /> <br />adjourned to Saturday, July 1, 1978 <br />Council Chambers. <br /> <br /> At 7:05 P.M., on the motion <br /> of Councilman Ortiz, <br /> seconded by Councilman <br /> Bricken, the meeting was <br />at 8:00 A.M. in the City <br /> <br />FF~,ENCE -I 7 MALONE <br />CLERK OF THE COUNCIL <br /> <br />CITY COUNCIL MINUTES <br /> <br />265 JUNE 27, 1978 <br /> <br /> <br />
