<br /> report dated June 28, 1978,
<br />the Orange County Flood Control District Project to construct
<br />a drop structure in the Santa Ana River between Chapman Avenue
<br />and Orangewood Avenue, was approved on the motion of Councilman
<br />Garthe, seconded by Councilman Brandt, carried 5:0 unanimously.
<br />The project is designed to reduce the undesirable velocity of
<br />flow in the river, which, during the past winter, caused con-
<br />siderable soil erosion and sewer damage. CA 53

<br />REPRESENTATIVE TO ORANGE On the motion of Council-
<br />COUNTY MANPOWER COMMISSION man Yamamoto, seconded
<br />MANUEL A REDE REAPPOINTED by Councilman Garthe,
<br /> carried 4:1, with Council-
<br />man Bricken dissenting, Manuel A. Rede, Deputy City Manager,
<br />was reappointed as the City's representative to the Orange
<br />County Manpower Commission for a two year term ending July,
<br />1980. Keith E. Blunt, Manpower Project Coordinator, in his
<br />report dated June 23, 1978 suggested that for continuity in
<br />operations, it is desirable to maintain the working relation-
<br />ship established by Mr. Rede. CA 112.23

<br />SELF-INSURED WORKERS COMP The report dated July 3,
<br />PROGRAM STATUS REPORT 1977-78 1978 prepared by Karen
<br />FILED Adams, Risk Manager,
<br /> summarizing the City's
<br />third year experience with self-insurance of workers compensa-
<br />tion, was received and filed, on the motion of Councilman Brandt,
<br />seconded by Councilman Yamamoto, carried 5:0 unanimously. Ms.
<br />Adams reports 439 injury claims during the 1977-78 fiscal year;
<br />an increase of 20% over 1976-77; that 154 injuries were classi-
<br />fied as "first aid only" and of the remaining 285 reportable
<br />injuries, 203 involved time lost from work for a total of 5,195
<br />lost work days. The report concludes that the City's self
<br />insurance program is highly successful, resulting in a net
<br />self insurance savings of $988,779.00 over the cost of a policy
<br />with the State Compensation Insurance Fund. CA -88,10

<br />DOWNTOWN BUILDING SAFETY On the motion of Council-
<br />& CLEANUP STATUS REPORT man Bricken, seconded by
<br />TASK FORCE APPROVED Councilman Brandt, carried
<br /> 5:0 unanimously, Council
<br />reaffirmed its strong commitment to redevelopment of the down-
<br />town area and authorized the formation of a special "Public
<br />Safety Task Force" to begin as soon as possible to assess the
<br />building, fire, police, health and life safety hazards in exist-
<br />ing downtown buildings. The Committee shall consist of repre-
<br />sentatives from the following departments: Building Safety and
<br />Housing, Fire, Police, Planning, Redevelopment, City Manager's
<br />Office, and County Health Department; and by amendment, the
<br />Council further directed that the Public Safety Task Force
<br />coordinate its activities with the Santa Ana Image Committee.

<br />The recommendation was made in a report dated May 31, 1978,
<br />prepared by Daniel Stone, Assistant City Manager, which included
<br />suggestions for a phased implementation. CA 82
