PUBLIC HEARING <br />AMENDMENT APPLICATION 794 <br />SW CORNER - 17TH & GRAND <br />ORDINANCE NO. NS-1433 - 1ST READING <br /> <br />Application No. 794 to rezone property <br />west corner of Seventeenth Street and Grand Avenue <br />R2, and C1 Districts to the C5 District. <br /> <br />Vice Mayor Ward announced <br />that this was the time <br />and place for the public <br />hearing of Negative <br />Declaration and Amendment <br />located at the south- <br /> from the Ri, <br /> <br />Planning Director Charles Zimmerman said that the Planning <br />Commission, following public hearing held June 12, 1978 found <br />that the C5 zoning designation would be more compatible with <br />the surrounding land use with the General Plan designation of <br />Community Shopping Center/Special Study Corridor; that C5 zoning <br />provides the opportunity for Staff to review site plans; that <br />the proposed zoning would increase the benefits and achieve <br />the highest and best use of this specific corner property; and <br />that the Planning Commission unanimously recommended the approval <br />of Amendment Application No. 794. <br /> <br />There being no speakers on the subject, Vice Mayor Ward closed <br />the public hearing. <br /> <br />On the motion of Councilman Yamamoto, seconded by Councilman <br />Garthe, the Negative Declaration was approved and filed, and <br />the following ordinance was placed on first reading: <br /> <br />ORDINANCE NO. NS-1433 - AN ORDINANCE OF THE CITY OF SANTA <br />ANA APPROVING AMENDMENT APPLICATION NO. 794 TO REZONE <br />PROPERTY LOCATED AT THE SOUTHWEST CORNER OF SEVENTEENTH <br />STREET AND GRAND AVENUE FROM THE Ri (SINGLE FAMILY RESI- <br />DENTIAL) R2 (LIMITED MULTIPLE FAMILY RESIDENTIAL) AND C1 <br />(COMMUNITY COMMERCIAL) TO THE C5 (COMMUNITY COMMERCIAL) <br />DISTRICT AND AMENDING SECTIONAL DISTRICT MAP NO. 7-5-9. <br /> CA 10 <br /> <br />PUBLIC HEARING Vice Mayor Ward announced <br />APPEAL 392 - CUP 78-12 that this was the time <br />1530-1534 N. VAN NESS AVE. and place for the public <br />CONTINUED TO AUGUST 7 hearing of Notice of <br /> Exemption and Appeal <br />No. 392 of the denial of Conditional Use Permit 78-12 to allow <br />the conversion of twelve apartment units to condominiums at <br />1530-1534 North Van Ness Avenue in the R3H District. <br /> <br />Planning Director Charles Zimmerman stated that the structures. <br />were built in 1949; that one building contains eight units and <br />the second contains four units, 10 one-bedroom units and two <br />two-bedroom units; that there is one parking space provided <br />for each unit; that the present Code requirement is one and <br />one-half spaces for each unit; that there have been no condomin- <br />ium conversions in the area; that it is a stable rental area; <br />and that the Planning Commission following public hearing on <br />June 12, 1978 unanimously recommended denial of Conditional <br />Use Permit 78-12. <br /> <br />Speaking in favor of the conversion to condominiums requested <br />by the applicant was Thomas Thurman, 1226 South Ross, represent- <br />ing the developer. Mr.. Thurman said that the owner went to <br />great effort and expense to prepare plans and secure permits <br />for the proposed conversion; that it is difficult for the appli- <br />cant to see how the proposed conversion would affect the surround- <br />ing area; that the owner intends to restrict use by the condi- <br />tions, covenants and restrictions to senior citizens; and that <br />the conversion would provide low cost senior housing to the <br />benefit of the City. <br /> <br />CITY COUNCIL MINUTES <br /> <br />291 JULY 11, 1978 <br /> <br /> <br />
