MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 25, 1978 <br /> <br />~he meetin~ was called to order at 5:00 P.M., by Vice Mayor <br />James E. Ward. The following Council members responded to roll <br />call: Gordon Bricken, David F. Ortiz, Harry K. Yamamoto, <br />John Garthe, David L. Brandt and Vice Mayor Ward. Mayor Vernon <br />S. Evans was absent until 5:45 P.M. Staff members present were <br />City Manager Bruce C. S¢ragg. City Attorney Keith L. Gow. <br />Deputy City Manager Manuel Rede. Director of Public Works <br />John E. Stevens, Director of Planning Charles C. Zimmerman and <br />Clerk of the Council Florence I. Malone. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Vice Mayor Ward. <br /> <br />PUBLIC HEARING FEDERAL <br />GENERAL REVENUE SHARING <br />BUDGET FOR FISCAL YEAR <br />1978-79 ADOPTED <br /> <br />Federal General Revenue Sharing Funds <br />to June 30, 1979. <br /> <br />Vice Mayor Ward announced <br />that this was the time <br />and place for the public <br />hearing on the proposed <br />budget for $2,700,000 of <br />for the period July 1, 1978 <br /> <br />The City Manager referred to the report dated July 17, 1978, <br />prepared by David M. Ream, which outlined the planned use of <br />the funds and designated 24 projects to be financed from the <br />moneys received through general revenue sharing in four install- <br />ments beginning with the first week of July, 1978 ($650,000), <br />followed by the first week of October 1978 ($650,000), January, <br />1979 ($700,000) and April, 1979 ($700,000). <br /> <br />There were no proponents or opponents and no one responded to <br />the Vice Mayor's invitation to comment and he closed the hearing. <br /> <br />The Council adopted a Federal General Revenue Sharing Budget as <br />set forth in the list of recommended projects in the aforemen- <br />tioned July 17, 1978 report and as appropriated in Fund 401, <br />City Council Revenue Sharing Entitlement Periods 9 and 10, in <br />the proposed 1978-79 budget, on the unanimously carried 6:0 <br />motion of Councilman Bricken, seconded by Councilman Garthe. <br /> CA l12A <br /> CA 65B <br /> <br />REFUSE COLLECTION/DISPOSAL On the motion of Council- <br />CONTRACT APPROVED AND EXECUTION man Brandt, seconded by <br />AUTHORIZED Councilman Garthe, carried <br /> S:l wiZh Councilman Ortiz <br />dissenting, the bin service schedule as submitted by Great <br />Western for the month of July, was approved, subject to the condi- <br />tion that any customers who pay more than the rates established <br />by the schedule as finally approved by the Director of Public <br />Works shall receive a refund or credit for such extra amount on <br />the August billing; and that the contract is approved and the <br />Mayor authorized to execute it. <br /> <br />The following schedule was submitted to the City by Great Western <br />Reclamation: <br /> <br />_CITY COUNCIL MINUTES <br /> <br />311 JULY 25, 1978 <br /> <br /> <br />
