Helen Snyder, 634 South Rosewood <br /> Cathy Quick, 602 South Garnsey <br /> Endina Clements, 316 South Birch <br /> Mary Childress, 910 South Birch <br /> <br />The speakers stated that the cockroaches breed in the sewer <br />systems and water meter boxes; that they and their neighbors <br />have been shuffled between the City Staff, City Council,- Public <br />Health and Vector Control Departments; and that they are will- <br />ing to work with the City to effect an area-wide abatement <br />program because the roaches are a health hazard and an immaculate <br />house and spraying have not rid the area of the problem. They <br />submitted the following suggestion as a resolution to the <br />infestation: <br /> <br />By September 1, 1978 - City should inspect water meter <br />boxes for serious cracks <br /> <br />By September 15, 1978 - City should replace all seriously <br />damaged water meter boxes <br /> <br />By September 23, 19'78 - City should provide sand in the <br />neighborhood and the South Central Neighbors, aided by <br />Neighborhood youth groups will put sand in all water <br />meter boxes <br /> <br />By September 29, 1978 - Orange. County Vector Control should <br />spray in and around water meter boxes (funds for labor <br />and insecticide to be provided by City) CA 54 <br /> <br />RECESS <br /> <br />Councilmen present. <br /> <br />At 9:05 P.M., Mayor <br />Evans declared a recess; <br />the meeting reconvened <br />at 9:15 P.M., with all <br /> <br />POLICE INCIDENT Council authorized Mayor <br />SOUTH MAIN STREET "CRUISERS" Evans to appoint a Commit- <br />COMMITTEE ESTABLISHED tee to. review the South <br /> Main Street "cruising" <br />situation with representation from all interest groups, on the <br />unanimously approved 7:0 motion of Councilman Ward, seconded <br />by Councilman Bricken. <br /> <br />Mayor Evans stated that tentatively the Committee would include <br />a member of the City Council, a member of the City's Human <br />Relations Committee, a member of the City's Police Department, <br />Messrs. Ruben Reyna, Rodolfo Jimenez and Steve. Baca of LULAC <br />(League of United Latin American Citizens) and Juan Barba of <br />Buena Gente (a Mexican-American youth organization). <br /> <br />Councilman Brandt moved to adopt the following recommendations <br />contained in the written report of Police Chief Davis dated <br />August 21, 1978. The motion 'was seconded by Councilman Bricken <br />and carried unanimously 7:0: <br /> <br />Direct the Police Department to continue with'a strong <br />presence of police enforcement in order to deter the <br />continued gathering and acceleration of the gathering; <br /> <br />Direct individuals who may make complaints of unusual <br />force to use the complaint process established by <br />State law; <br /> <br />Direct the Police to use citation and arrest whenever <br />necessary as well as alternate closing of Main Street <br />to break up patterns of congestion, loitering and <br />cruising; <br /> <br />Direct Staff to provide enforcement rights through <br />local ordinance of loiterers on private property where <br />businesses are closed and the subjects do not have <br />permission of the owners to be on their property. <br /> <br />CITY COUNCIL MINUTES <br /> <br />356 AUGUST 21, 1978 <br /> <br /> <br />
