MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />September 18, 1978 <br /> <br />The meeting was called to order at 2:00 P.M. in the City Council <br />Chambers, 22 Civic Center Plaza, by Vice Mayor James E. Ward, in <br />the absence of the Mayor. Council members present were David <br />F. Ortiz, Harry K. Yamamoto, David L. Brandt, John Garthe, and <br />Vice Mayor Ward. Councilman Gordon Bricken arrived at 2:45 P.M.; <br />Mayor Vernon S. Evans arrived for the evening meeting at 7:30 P.M. <br />The following members of Staff were present: Acting City Mana- <br />ger/City Attorney Keith L. Gow, Assistant City Manager Daniel E. <br />Stone, Director of Public Works John Stevens, Planning Director <br />Charles C. Zimmerman, and Acting Clerk of the Council Patricia E. <br />Rice. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Yamamoto. <br /> <br />RECESS - SPECIAL MEETING At 2:05 P.M. Council <br />COMMUNITY REDEVELOPMENT AGENCY recessed to convene the <br /> Special Meeting of the <br /> Community Redevelopment <br />Agency; at 2:15 P.M. the Council meeting reconvened with the <br />same Council members present. <br /> <br />SPECIAL PRESENTATION Councilman Brandt presented <br />CITY SEAL PLAQUE & PROCLAMATION a City Seal tile plaque to <br />SAM BENSON, KLAC Sam Benson, Director of <br /> Public Affairs for KLAC <br />Radio, and a Proclamation from the Mayor "Honoring Sam Benson", <br />expressing appreciation on behalf of the Council and the citizens <br />of Santa Ana for community service in publicizing the City's <br />Community Oriented Police (COP) Program. Mr. Benson thanked <br />each Councilman and the City on behalf of KLAC. CA 46 <br /> <br />MUNICIPAL HOSPITAL HEALTH AUTHORITY <br />PRESENTATION - OCHPC & BOARD <br />CONCEPT APPROVED <br />AUTHORITY AUT~IZED TO <br />CONTACT HOSPITALS <br /> <br />He relinquished the Chair to <br />tion of this matter. <br /> <br /> Vice Mayor Ward declared <br /> a conflict of interest <br /> because he is a member <br /> of the Community Board of <br /> Directors of the Santa <br /> Ana Health Care Authority. <br />Councilman Garthe during considera- <br /> <br />Guy de Paul, Associate Director, Orange County Health Planning <br />Council, expressed the Health Planning Council's support of the <br />concept of the Santa Ana Health Care Authority, a non-profit, <br />private corporation, as a part of the Orange County Health Sys- <br />tems Plan. He stated that the Authority Project meets some of <br />the goals and objectives of the Plan, with the development of <br />shared, consolidated and community-oriented services for the <br />City of Santa Ana. <br /> <br />Mr. de Paul introduced Rodolfo Montejano, member of the Board <br />of Directors of the Santa Ana Health Care Authority, who intro- <br />duced other Board members, Hector Godinez, Pamela Gallegos and <br />Ralph Allen. Wayne D.
