Mr. Montejano said the Health Care Authority was created and <br />incorporated with the intent to provide high quality health <br />care at affordable cost to the residents of Santa Ana. He stated <br />that the Authority proposes to purchase investor-owned hospitals <br />in Santa Ana and to consolidate and coordinate the existing health <br />care facilities and services; that the Authority will provide a <br />vehicle to improve the quality of care and raise the effectiveness <br />of health promotion and health education throughout the City; <br />that it will result in a more rational allocation of hospital <br />resources. He further stated that the Project had received <br />favorable response and support from the Governor's office in <br />Sacramento and from Joseph Califano, Secretary of Housing <br />and Urban Development in Washington, D.C. <br /> <br />Hector Godinez, 433 West Santa Clara, concurred with Mr. Monte- <br />jano's remarks, and added that the Project would retain the <br />privilege of every citizen to be served by the hospita~ of his <br />choice, and that it could be an answer to spiraling hospital <br />costs; that service would be provided with the least possible <br />number of controls for all citizens; and that it would put the <br />City in the limelight with a sound and innovative program for <br />health service. <br /> <br />On the motion of Councilman Ortiz, seconded by Councilman Yama- <br />moro, and carried unanimously 4:0, Council took the following <br />action: <br /> <br />l) <br /> <br />2) <br /> <br />Approved the concept of the creation of a Hospital <br />Health Authority as set forth by the Santa Ana Health <br />Care Authority for the acquisition and consolidation <br />of as many of the proprietary acute care health care <br />facilities located within Santa Ana as possibl%; <br /> <br />Approved the concept of the acquisition being done by <br />bonds issued under City sponsorship pursuant to Inter- <br />nal Revenue Service Revenue Ruling 63-20; <br /> <br />Authorized the Santa Ana Health Care Authority to <br />contact all of the proprietary acute care health <br />facilities located within Santa Ana for the purpose <br />of attempting to negotiate sales contracts with those <br />entities for consolidation of those existing facili- <br />ties in the Santa Ana Health Care Authority, conditioned <br />upon all representations and/or solicitations for the <br />project be made clearly contingent upon approval by <br />the IRS of 63-20 funding for the project; <br /> <br />4) Deleted Council Referral #12-78 from the Summary. <br /> <br />The report prepared by Deputy City Attorney C.
