tion for employees; that public safety employees risk their <br />lives in the line of duty and that Council is unresponsive to <br />their needs; that Council is responsible to the citizens of <br />Santa Ana for maintenance of a high standard of City services. <br /> <br />RECESS <br /> <br />During the above presenta- <br />tion there was a short <br />recess from 9:28 to <br />9:35 P.M. <br /> <br />There being no further speakers, the Mayor closed the public <br />hearing. <br /> <br />In Council discussion which followed, Council members expressed <br />their objection to telephone harrassment of Councilmen by <br />employees and derogatory personal remarks by some of the speakers' <br />they stated their desire for fairness toward employees; that <br />they are proud of the City's employees; that they wish to negotiate <br />openly and go forward in a spirit of cooperation; that much of <br />the rhetoric of the speakers was inaccurate; that City's compensa- <br />tion for employees has increased at a rate greater than that of <br />inflation in the past; that the realities of inflation are <br />community-wide and do not only affect City employees; that a <br />way must be found to deal with chronic and long term City <br />budgetary issues without raising taxes; that current responses <br />must deal with future problems; that they want to work with the <br />associations to solve these problems; that with the help of <br />employees the City has been able to maintain a balanced budget; <br />that with each improvement in the City's financial situation <br />subsequent to passage of Proposition 13, the City's offer to <br />employees was increased in direct proportion; that the actual <br />amount of money available under SB 154 is not yet certain; that <br />not all of the phone calls received from citizens were in <br />favor of employee pay raises; that they did not want to jeopar- <br />dize receipt of funds from the State by making a definite com- <br />mitment at this time; that possibly additional cuts can be made <br />in other areas; and that they support many of the points made by <br />the employee representatives. <br /> <br />Councilman Brandt's motion, that 1) the City absorb the increase <br />in health insurance costs, and 2) that the City and employee <br />groups will return to the negotiating table with the amount of <br />money the City expects to receive to determine how the money <br />will be distributed, with the provision that the distribution <br />be based on our legal and financial ability to spend the money, <br />was seconded by Councilman Bricken, and carried unanimously <br />7:0. Council requested a progress report at each regular Coun- <br />cil meeting. CA 50 <br /> <br />RECESS <br /> <br />The Mayor declared a brief <br />recess at 10:40 P.M.; <br />Council reconvened at 10:50 <br />P.M. with all members present. <br /> <br />ADVISORY COMMITTEE REPORT <br />POLICE FACILITY PLANNING <br />FILED; COMMITTEE DISBANDED; <br />~W~ L" DELETED <br /> <br />A motion was made by <br />Councilman Yamamoto to <br />receive and file the <br />Report and Recommenda- <br />tions of the Citizens <br /> <br />Advisory Committee on Police Facility Planning and to disband <br />the Committee with appropriate rec gnition of service, was sec- <br />onded by Councilman Garthe.
