Olive, Artesia Pilar Neighbors <br />Greg Cooper, Vice President of Police Benevolent Association <br /> <br />They opposed "Site L" because of the necessity for relocation <br />of residents, resulting disruption of the neighborhood, and <br />cost to the City of relocation; they favored "Site M" because <br />of lower cost to taxpayers, and stated that Site M best meets <br />all of the suggested criteria and tests which were outlined <br />by Staff for consideration by the citizens committee, including <br />availability of parking. CA 47 <br /> CA 80.9 <br /> <br />MEAD HOUSING REPLACEMENT PLAN The first phase of the <br />COMMUNITY DEVELOPMENT Mead Housing Replacement <br />APPROVED CONCEPT & IMPLEMENTATION Plan, as outlined in <br /> the report dated Septem- <br />ber 11, 1978, prepared by Community Development Coordinator <br />Alice McCullough, was approved in concept, and Staff was <br />authorized to implement the Plan on the motion of Councilman <br />Bricken, seconded by Councilman Ortiz, carried 6:1, with Coun- <br />cilman Yamamote dissenting. <br /> <br />The report stated that the Project involves purchase of lots, <br />moving and rehabilitating approximately 12 houses from the Down- <br />town Project Area and selling them to qualified families, and <br />that the Plan complies with requirements of the HUD (Housing <br />and Urban Development) 235 Program, and funded with Third Year <br />Community Development Block Grant allocations. CA 140.20 <br /> <br />ORAL COMMUNICATION Council instructed the City <br />GARDEN GROVE SANITARY DISTRICT Attorney to take any and all <br />LEGAL ACTION AUTHORIZED legal steps necessary to <br /> collect certain overdue <br />billings from the Garden Grove Sanitary District for trash collec- <br />tion pursuant to the contract between the City and the District, <br />in the amount of $4,996.17, on the motion of Vice Mayor Ward, <br />seconded by Councilman Brandt, earried unanimously 7:0. CA 139 <br /> <br />ORAL COMMUNICATION Francisco Meza, 808 W. <br />POLICE FACILITY SITE Third Street, asked to <br />FRANCISCO MEZA speak in favor of Site M <br /> for the proposed Police <br />Facility; the Mayor explained that the Council had acted on <br />Item 81 earlier in the meeting, and that unless Mr. Meza wished <br />to take an opposing position to the action of Council, additional <br />comments were in order. CA 47 <br /> <br />ORAL COMMUNICATION A letter dated Septem- <br />SANTIAGO CREEK PLAN ber 18, 1978 from Gale <br />GALE HARMON Harmon, 1772 Crestmont <br /> Place, Costa Mesa, was <br />read to Council by Robert Pekarek of Associated Riding Clubs <br />of Orange County. The letter urged Council to take action in <br />support of the Lower Santiago Creek Plan as proposed by the <br />County Environmental Management Agency. Mr. Harmon's letter <br />was received and filed on the unanimously carried 7:0 motion <br />of Councilman Ortiz, seconded by Councilman Bricken.
