SO. CALIF. WATER COMPANY Council approved the <br />REQUEST FOR INTERCONNECTIONS request of the Southern <br />CONDITIONALLY GRANTED California Water Company <br /> (SCWC) for emergency <br />interconnections at First and Mountain View Streets and on <br />Hazard between Euclid and Rosita, to serve new Tracts 10251, <br />10284 and 10331, subject to a negotiated agreement with the <br />water company to provide additional water required, on the <br />unanimously carried 6:0 motion of Councilman Ward, seconded <br />by Councilman Bricken. <br /> <br />A prior motion by Councilman Ward, seconded by Councilman <br />Brandt, to deny the request of SCWC for emergency inter¢on- <br />nections and authorize the Public Works Department to furnish <br />water to the three tracts, as recommended in the report dated <br />October 24, 1978, prepared by Senior Civil Engineer Walt <br />Schraub was withdrawn. <br /> <br />Charles Stuart, Vice President of SCWC, stated that the City <br />has considered the possibility of acquiring the SCWC system <br />for many years; that if the interconnection request is not <br />granted that SCWCwill be forced to install parallel facilities; <br />that it would be proper for the City to authorize interconnec- <br />tions which would be beneficial to the City if it chooses to <br />acquire the system. <br /> <br />Joe Barbot, Heritage Development, stated that his company has <br />been processing development of Tract 10251 for 1½ years and <br />wants to complete the development. He requested that Final <br />Tract Map 10251 be approved regardless of the action taken <br />on the SCWC request. <br /> <br />Robert Flynn, Marinacci Lindborg, Tracts 10284 and 10331, <br />stated that his company has already posted the required bonds <br />and installed trenches, pipes, hydrants and foundations for <br />Tract 10284 and will be ready for building permits in three <br />weeks. He wishes to avoid any delay in his development. <br /> <br />Mr. Schraub stated that SCWC does not have the capability to <br />supply the required S,000 gallons per minute required by the <br />Fire Code. Assistant City Engineer Robert Eichblatt stated <br />that the City must agree to allow 6" interconnections to be <br />upgraded to 10" to provide the emergency water service required <br />Mr. Stuart suggested that Council authorize the emergency inter- <br />connections, state the City's intent to buy the system, and <br />authorize Staff to enter into negotiations with SCWC for acquisi- <br />tion of the system, including the interconnections.
