DELEGATE & ALTERNATE On the motion of Mayor <br />ANNUAL CONGRESS OF CITIES Evans, seconded by Coun- <br />DESIGNATED cilman Ward, carried S:i, <br /> with Councilman Yamamoto <br />dissenting, Councilman Garthe was designated as voting delegate <br />to the Annual Congress of Cities, November 25-29, in St. Louis, <br />Missouri, and Councilman Brandt was designated alternate voting <br />delegate, pursuant to the request received from Alan Beals, <br />Executive Director of the National League of Cities. CA 1S0 <br /> <br />REQUEST FOR FIRE ENGINE The request contained in <br />CITY OF LAKE ELSINORE the letter dated Octo- <br />DENIED ber 18, 1978 from Mayor <br /> Nap Harris, City of <br />Lake Elsinore, for donation or sale at a nominal fee of a City <br />surplus fire engine, Seagrave 1948 model, was denied on the <br />unanimously carried 6:0 motion of Councilman Ward, seconded <br />by Councilman Brandt. Acting City Manager, Keith Gow stated <br />that the Fire Chief recommended selling the surplus engine at <br />public auction. CA 45 <br /> <br />TRAILWAYS BUSLINE APPLICATION Following consideration <br />PUBLIC UTILITIES COMMISSION of the letter dated <br />SUPPORTED October 16, 1978 from <br /> the Transportation <br />Advisory Committee, recommending support of the Trailways <br />Busline application to the Public Utilities Commission, <br />Councilman Brandt's motion to support the Trailways applica- <br />tion, seconded by Councilman Garthe, carried 6:0 unanimously. <br />The further request that City support include a waiver protect- <br />ing Orange County Transit District's interests regarding the <br />necessity to buy-out any competing private service, also con- <br />tained in the October 16 letter, was not acted upon by the <br />Council. The Trailways application would amend restrictions <br />upon their service between Los Angeles and San Diego over <br />Interstate Highway S. CA 84 <br /> <br />HUMAN RELATIONS COMMISSION Consideration of the <br />ANNUAL REPORT Annual Report of the <br />CONTINUED TO NOV. 20 Human Relations Commis- <br /> sion for fiscal year <br />1977-78 was continued to November 20, on the unanimously car- <br />ried 6:0 motion of Councilman Bricken, seconded by Councilman <br />Ward, and the Commission was requested to submit a summary <br />of the recommendations contained in the report. A prior motion <br />by Councilman Garthe, seconded by Councilman Brandt, to receive <br />and file the report, was not voted upon in favor of the substi- <br />tute motion to continue. CA 80.9 <br /> <br />YORBA LINDA REQUEST FOR SUPPORT The request from the <br />REGULATIONS FOR CONTRACTORS City of Yorba Linda <br />REFERRED TO STAFF for support of its <br /> Resolution No. 1192, <br />proposing that the State Legislature consider specific re- <br />quests to increase protection for homeowners in transactions <br />with swimming pool and home improvement contractors by <br />strengthening regulations relating to State-licensed con- <br />tractors, dated October 20, 1978 from City Clerk Dorothy <br />Jones, was referred to Staff for preparation of a supporting <br />resolution, on the unanimously carried motion of Councilman <br />Bricken, seconded by Councilman Ward.
