RECESS <br /> <br />members present. <br /> <br />At 3:38 P.M. a recess <br />was declared; Council <br />reconvened at 3:50 P.M. <br />with the same Council <br /> <br />MOBILE HOME RENT INCREASES Following consideration <br />STONERIDGE MOBILE HOME PARK of the letter dated <br />REFERRED TO HOUSING COMMISSION October 1, 1978 from <br /> David S. Tanner, request- <br />ing opportunity to present complaints about rent increases <br />at Stoneridge Mobile Home Park, and the response dated Octo- <br />ber 31, 1978 from the Stoneridge Mobile Home Park Owner J. <br />B. Lawrence commenting on the residents' complaints, and after <br />hearing the remarks of the following speakers, Council referred <br />the requests, considerations and deliberations regarding this <br />matter to the Housing Advisory Commission for recommendation <br />to Council on December 18, on the unanimously carried motion <br />of Councilman Bricken, seconded by Councilman Yamamoto. <br /> <br />The speakers were: <br /> <br />David Tanner, 723 Stoneridge Drive <br />Rhona Carter, Continental Mobile Manor, ~220 Nise Drive <br />Ruth Carr, 1616 S. Euclid, Anaheim <br />Earl Lane, Golden State Mobile Homeowners League Director, <br /> 760-125 West Lomita, Harbor City <br /> <br />Some of the points brought out by the speakers were that mobile <br />home owners chose their way of life because it is easier and <br />less expensive; that rental rates were low to start, but that <br />they are rising beyond the ability of those on limited budgets <br />and fixed incomes to continue to pay; that disabled and retired <br />people can't make it; that the escalation of rates is continu- <br />ous, but is only one of many problems; that Proposition 13 <br />did not help mobile home owners; that the Council consider <br />forming a committee of knowledgeable people to examine the <br />problems and recommend solutions; that 6,000 people live in <br />36 parks in Santa Aha; that in the last 3 to $ years rents have <br />doubled; that many mobile home owners would prefer to own <br />their own land rather than pay escalating space rents and <br />comply with the many restrictions of the parks; that the City <br />could provide land to be zoned and used for mobile home lots. <br />Mr. Lane added that there are 196,000 members of the Mobile <br />Home Owners League and that 50,000 letters have been sent to <br />members asking support for legislative action; that the City <br />could write letters to mobile home park owners asking for <br />voluntary stabilization of space rents; and that the League <br />is sponsoring a rent relief initiative for 1980. <br /> <br />There were no speakers representing mobile home park owners. <br /> <br />Council members generally concurred that relief for mobile <br />home parks residents is needed, and asked Staff to work with <br />the Housing Advisory Commission to investigate the problems <br />and make appropriate recommendations to Council. CA 16 <br /> <br />PROPERTY DEVELOPMENT The Mayor was authorized <br />MAC ARTHUR & SOUTH MAIN STREETS to send a letter to Mayor <br />MAYOR AUTHORIZED TO SEND LETTER Ed McFarland of Costa <br /> Mesa assuring willing- <br />ness to cooperate with adjoining cities on land development <br />projects. The letter responds to the October 26, 1978 request <br />from Mayor McFarland for information about the proposed <br />development in Santa Ana at the southeast corner of MacArthur <br />and South Main Streets and how it will affect Costa Mesa, and <br />was authorized on the unanimously carried 6:0 motion of Coun- <br />cilman Ward, seconded by Councilman Brandt.
