<br />approval of the amendment under the standards set forth in the <br />California Environmental Quality Act and the state CEQA Guidelines, <br />and have concluded because the Fashion Square EIR and the CalTrans <br />SEIR analyze the effects of the proposed amendment to the extent <br />they may be significant, that no such subsequent or supplemental <br />environmental impact report is necessary; <br /> <br />. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br />1. That certain "Third Amendment to Fashion square <br />Commercial Center Participation Agreement," in the form set forth <br />in Exhibit A, attached hereto and incorporated herein by reference, <br />is hereby approved, and the Chairman is authorized to execute the <br />same on behalf of this Redevelopment Agency. <br /> <br />2 . In approving the said amendment, <br />Agency finds and determines as follows: <br /> <br />this Redevelopment <br /> <br />a. <br /> <br />b. <br /> <br />. <br /> <br />c. <br /> <br />. <br /> <br />The subject amendment does not change the "Fashion square <br />Commercial Center" project in a way which involves any <br />new significant environmental impacts which were not <br />considered in the Fashion Square EIR or the CalTrans <br />SEIR. <br /> <br />The subject amendment does not change the circumstances <br />under which the "Fashion square Commercial Center" <br />project is undertaken in a way which would involve new <br />significant environmental impacts which were not covered <br />in the Fashion Square EIR or the CalTrans SEIR. <br /> <br />No new information, not available at the time of <br />certification of the Fashion Square EIR or the CalTrans <br />SEIR, has become available, which shows any of the <br />following: <br /> <br />(I) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />That the "Fashion Square Commercial Center" project <br />will have any significant effect not discussed in <br />the Fashion Square EIR or the CalTrans SEIR. <br /> <br />That any of the significant effects of the "Fashion <br />Square Commercial Center" project will be <br />substantially more severe than shown in the Fashion <br />Square EIR or the CalTrans SEIR. <br /> <br />That mitigation measures or alternatives which were <br />previously found not to be feasible for the <br />"Fashion Square Commercial Center" project would in <br />fact be feasible. <br /> <br />That there <br />alternatives <br /> <br />are any mitigation measures or <br />to the project which were not <br /> <br />2 <br />
