~OTION was made by Bricken, seconded by Evans, to approve a $50,000 <br />temporary advance to ~adHousing for implementation of the expanded <br />program to be paid back to the City as loans are processed. MOTION <br />FAILED. <br /> <br />AYES: Bricken, Evans, Garthe A-79-9 <br />NOES: Brandt, Ortiz, Ward, Yamamoto CA 78.6 <br /> <br />MOTION was made by Ward, seconded by Brandt, to continue to March 19, <br />1979, consideration of the ~ad Housing request for a temporary advance <br />of $50,000. <br /> <br /> AYES: Brandt, Bricken, Evans, Garthe, Ortiz, Ward, Yamamoto <br /> NOES: None A-79-9 <br /> CA 78.6 <br /> Gino Leonetti, 2914 West Raymar Street, <br /> President of Block Captains' Asso- <br /> ciation, stated that he objected to <br /> a remark attributed to Councilman <br />Bricken in a "Register" article to the effect that the Association is not <br />a City sponsored organization. He said that the Association was formed <br />in response to the City's C.O.P. (Community Oriented Police) Program; that <br />it is a nonprofit organization incorporated under the laws of the State of <br />California; that its news bulletin was started under the auspices of the <br />Santa Ana Police Department. <br /> <br />COP BLOCK CAPTAINS' <br />ASSOCIATION BULLETIN <br /> <br />Others who spoke favorable of the Association and the news bulletin were: <br /> <br />Alex Acevedo, 207 East 4th Street, Santa Ana businessman <br />John Holmbert, 618 Cypress Avenue, Block Captain, Area D <br />Juanita Davis, 2622 South Pacific <br />Frank Geiger, 592 South Van Ness, Editor, COP Bulletin <br />Pat Lindros, 1907 Maple Street <br />Melvin Jones, 1115 South Birch, Block Captain <br /> <br />Following comments by Councilman Bricken, the general consensus of the <br />Council members was that they support the COP program.
