TRAFFIC SIGNAL CONTROLLED Coumcilman Bricken made the observa- <br />INTERSECTIONS SAFETY SUGGESTIONS tion that drivers seem to be pro- <br /> ceeding through the intersection on <br /> the yellow light more often, and <br />that this tends to reduce the safety. He suggested that possibly adjust- <br />ing the signal sequence to increase the yellow about 10 seconds. Council- <br />man Brandt suggested that a period of four-way red light is another method <br />of achieving additional safe time at a signalized intersection. CA 18.3 <br /> <br />EXECUTIVE SESSION At 4:25 p.m. the Council convened <br />RECESS in Executive Session for the dis- <br /> cussion of legal matters. The Coun- <br /> cil reconvened in open session at <br />4:30 p.m. and innnediately recessed for dinner at the Nieuport 17 restaurant. <br /> <br />RECONVENED <br /> <br />The meeting was reconvened at 7:35 p.m. <br />with all Councilmen present. <br /> <br />P~DGEOF AL~GI~CE <br />I~OCATIGN <br /> <br />Following the pledge of allegiance <br />to the flag, the invocation was <br />given by the Reverend Richard Cramer, <br />First Baptist Church. <br /> <br />Councilman Bricken left the Council Chamber during discussion of the fol- <br />lowing item. <br /> <br />PUBLIC HEARING - A.A. 811 The Mmyor opened the public hearing <br />4014 WEST 5TH STREET to consider the Negative Declaration <br />ORDINANCE NS-1483 - 1ST READING and Amendment Application No. 811 <br /> to rezone property on the south side <br />of Fifth Street (4014 West Fifth Street) between Harbor Boulevard and <br />Mountain View Street, from the A 1 (Agriculture) District to the R 2 <br />(Shltiple-Family Residence) District. <br /> <br />The staff report was given by William Daugherty, Senior Planner. <br /> <br />The Clerk reported there were no written communications. There were no <br />speakers for or against the proposal. The Mayor closed the public hearing. <br /> <br />MOTION was made by Brandt, seconded by Yamamoto, to approve and file the <br />Negative Declaration, place the following ordinance on first reading and <br />authorize publication of title: <br /> <br />ORDINANCE NO.
