Those who spoke in opposition to Proposition A, which would limit annual <br />city budget increases to not mere than 5% of the previous year's operating <br />and capital budgets and limit city en~01oyee wages and benefits to not <br />more than 70% of the total operating and capital budgets, except in the <br />event of emergency, without the consent of the electorate, were: <br /> <br />Paul K. Luxembourger, 1221 South Rosewood Avenue <br /> <br />There were no proponent speakers. <br /> <br />MOTION was made by Garthe, seconded by Brandt, to remove Proposition "~' <br />from the ballot for the Special M~nicipal Election to be held on April 3, <br />1979.
