Evans called to order the Regular ~eting of the City <br />Council, the Special Meeting of the Housing Authority and the Special <br />Meeting of Conmmmity Redevelopment Age~cy at 7:35 p.m. in the City <br />Council Chambers, 22 Civic Center Plaza. <br /> <br />ROLL CALL <br /> <br /> PRESENT: <br /> <br /> ABSENT: <br />OTHERS PRESENT: <br /> <br />Brandt, Bricken, Evans, Garthe, <br />Ortiz, W~rd, Yamamoto <br />None <br />Clerk of the Council Diedre' <br />Lingenfelter <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />of the First Congregational Church. <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the invocation was <br />given by Reverend Lester Smith <br /> <br />CERTIFICATION OF CANVASS Clerk of the Council, Diedre' <br />OF ELECTION Lingenfelter, presented to the <br /> Council her Certificate of Canvass <br />completed April 9, 1979, confirming the election results as follows: <br /> <br />Robert Luxembourger elected to represent Ward 2 by a total <br />of 3,768 votes for the term ending April 12, 1983. <br /> <br />A1 Serrato elected to represent Ward 4 by a total of 4,434 <br />votes for the term ending April 12, 1983. <br /> <br />Daniel E. Griset elected to represent Ward 5 by a total of 4,283 <br />votes for the remainder of the term endingApril 14, 1981. <br /> <br />J. Ogden Markel elected to represent Ward 6 by a total of <br />6,590 votes for the term ending April 12, 1983. <br /> <br />The Charter amendment to revise the budget adoption procedure <br />by prohibiting yearly operating and capital budget growth <br />greater than five percent (5%) and salary, wages and fringe <br />benefits greater than seventy percent (70%) of said budgets, <br />without a vote of the electorate, failed with 5,221 votes in <br />favor and 6,192 votes against the measure. <br /> <br />The total number of ballots cast was 11,909, representing 19% of the total <br />number of registered voters, 62,621. <br /> <br />RESOLUTION NO. 79-59 <br />ELECTION RESULTS <br />ADOPTED <br /> <br />MOTION was made by Brandt, seconded <br />by Garthe, to adopt the following <br />resolution: <br /> <br />RESOLUTION NO. 79-59 - A resolution of the City Council of the <br />City of Santa Ana stating and declaring the results of the <br />canvass of the consolidated general and special municipal <br />elections held in the City of Santa Ana, California, on April <br />3, 1979. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />BRANDT, BRICKBN, EVANS, GARTHE, ORTIZ, WARD, YAMAMOTO <br />NONE <br />NONE <br /> <br />REFLECTIONS OF MAYOR EVANS <br /> <br />Mayor Evans invited each Councilman <br />to conment on his term of service, <br />after which he made his final remarks. <br /> <br />CITY CO~qCIL MINUTES 12i APRIL 10, 1979 <br /> <br /> <br />
