MOTION was made by Luxembourger, seconded by Griset, to approve and file the Negative Declaration, place the following ordinance on first reading and authorize publication of title: ORDINANCE NO. EM~NTS - APPROVED Approve contract modifications to CETA Title II-D and Title VI agreements between City and Orange County Manpower Comission, and authorize their execution by Mayor and Clerk; 2) Approve Appropriation Adjustments No. 187 and 188, decreasing Title II-D contract amount by $10,294 to a new level of $1,710,151, and decreas- ing Title VI by $200,000 to a new level of $2,879,625; 3) Approve a sub-contract agreement between City and Rancho Santiago College District in the amount of $260,000 to provide Assessment, Training and Job Development for approximately 250 CETA participants, and authorize its execution by Mayor and Clerk; 4) Approve the allocation of $152,646 of the City's Title II-D and Title VI Public Service Employment Discretionary Funds to the Opportunities Industrialization Center (OIC) to provide training in Auto Mechanics to disadvantaged Santa Arm residents, and $152,646 to Operation SER to provide training in Computer Operation to disadvantaged Santa Ana residents; approve the agreements between City and OIC and SER, and authorize their execution by Mayor and Clerk; 5) Refer the use of the remaining $250,000 of the recently released Public Service Employment Program Discretionary Funds to the staff for further study.
