Nienstedt, 220 South <br />NORMAN NIENSTEDT Orange, Orange, informed Council <br />CONTRDL OF DANGEROUS (~}~ICALS that containers containing piceric <br /> acid have been found in school <br />chemical laboratories in other areas of the country, and that this chemical <br />is highly explosive under certain conditions; and he urged the Council to <br />investigate this potential hazard. <br /> <br />Vice Mayor Bricken thanked Mr. Nienstedt for bringing the matter to the <br />Council's attention. The City M~mager stated that the Fire Department <br />does make periodic checks of school labs; and that he will report back to <br />Council and Mr. Nienstedt on the Fire Marshal's findings. <br /> <br />CA 64 <br /> <br />ORAL CO~JNICATIONS Councilman Griset reported that <br />COUNCILMAN GRISET he received a number of phone <br />REFERRED TO STAFF calls on Sunday, May 20, from <br /> residents complaining of exces- <br />sive noise from the musical event ('~ome Grown Jam") at the Stadium, and <br />the motorcycle events which frequently last until 11:00 p.m. CA 52.8 <br /> <br />He also reported a complaint of speeding traffic on Baker Street between <br />Seventeenth Street and Santa Clara Avenue, and suggested development of <br />ways to slow traffic down on Baker similar to those used on Santiago <br />Street. <br /> <br />CA 18.3 <br /> <br />The Councilman requested a report to Council regarding City liability insur- <br />ance position and policy. He stated his concern that needs may be in excess <br />of what the City has. CA 88.50 <br /> <br />He commented on a communication from Police Benevolent Association regard- <br />f~g a widow and orphan fund, and stated that it should be an important <br />part of City policy to see that in no case should a City Police service-related <br />widow or orphan be dependent upon charity for assistance. CA 47 <br /> <br />The Councilman suggested that a means of identification of Councilmen be <br />devised for the first floor lobby in City Hall, and that citizens be <br />encouraged to leave messages for Council there. <br /> <br />CA 151 <br /> <br />His final suggestion was that the buzzer on the Council Chamber telephone <br />system be set at a lower level so as not to disturb discussion during meet- <br />ings. CA 77A <br /> <br />Council informally directed staff to address all of the foregoing problems <br />and suggestior~s. <br /> <br />ORAL COMVfJNICATIONS Councilman Serrato referred to <br />COUNCILMAN SERRATO his request at the May 7 meeting <br />REFERRED TO STAFF that staff investigate formation <br /> of a con~nittee consisting of <br />School Board members and Council representatives, and asked that the request <br />be added to the formal referral list. CA 38 <br /> <br />The City Manager acknowledged Councilman Serrato's request and stated that <br />a response is being prepared by staff for presentation within thirty days. <br /> <br />Mr. Serrato stated that he would also be interested in a staff report compar- <br />ing overtime of each department before and after the hiring freeze. CA 50.1 <br /> <br />ORAL COMMUNICATION Councilman Luxembourger also <br />COUNCILMAN LUXEMBOURGER forrm~lated a question concerning <br />REFERRED TO STAFF overtime, asking if there is a <br /> firm management policy as to <br />the disbursing or granting of overtime to employees, and asked that this <br />question be addressed in the report requested by Councilman Serrato.
