He questioned the statement on page 21 <br />regarding lack of better access. Mrs. Shick responded that the <br />Environmental Impact Report defines existing environmental con- <br />ditions surrounding the site; that there is a lack of access <br />between the downtown and the freeway. <br /> <br />The public hearing on the draft supplemental Environmental <br />Impact Report was closed by the Chairman. <br /> <br />RESOLUTION 75-19 - ENVIRONMENTAL IMPACT REPORT <br /> <br />The full reading of the following resolution was waived and it <br />was read by title only on the unanimously approved motion of <br />Mr. Yamamoto, seconded by Mr.' Evans and adopted on the motion <br />of Mr. Yamamoto, seconded by Mr. Evans and carried, with Council- <br />man Bricken dissenting: <br /> <br />RESOLUTION 75-19: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA ADOPTING AND CERTIFYING THE <br />SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT TO THE SANTA ANA REDE- <br />VELOPMENT PROJECT ENVIRONMENTAL IMPACT REPORT ADOPTED MAY 15, <br />1975, FOR 200 UNITS OF SENIOR CITIZENS HOUSING TO BE CONSTRUCTED <br />BETWEEN ROSS AND BIRCH, FIRST AND THIRD STREETS IN THE SANTA ANA <br />REDEVELOPMENT PROJECT AREA UNDER THE UNITED STATES HOUSING ACT <br />OF 1937 AS AMENDED ' <br /> <br />PUBLIC HEARING - SALE OF SANTA ANA TOWERS SITE DISPOSITION AND <br />DEVELOPMENT AGREEMENT <br /> <br />The Chairman stated that this was the time and place for the <br />public hearing on the proposed Disposition and Development Agree- <br />ment for the sale of the Santa Ana Towers site to National Housing <br />Consultants, Inc., for the purpose of developing 200 residential <br />units for senior citizens. <br /> <br />The Executive Director reported that a copy of the Agreement had <br />been on file for public inspection in the office of the Redevelop- <br />ment Agency since November 28, 1975. <br /> <br />The Agency certified that the Final Supplemental Environmental <br />Impact Report for the project had been reviewed and considered <br />on the unanimously approved motion of Mr. Evans, seconded by <br />Mr. Ward. <br /> <br />The Chairman invited public testimony.
