MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 30, 1979 <br /> <br />The meeting was called to order by Mayor James E. Ward in the City Council <br />Chambers, 22 Civic Center Plaza, at 8:00 a.m. Council members present were <br />Gordon Bricken, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, A1 <br />Serrato, Harry K. Yamamoto, and Mayor Ward. City Manager/Acting Clerk of <br />the Council B. J. Thompson, City Attorney Keith L. Gow, and Deputy Clerk of <br />the Council Martha Lee were also present. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Councilman Bricken. <br /> <br />PUBLIC HEARING - PROPOSED USE The Mayor announced that this <br />GENERAL REVENUE SHARING FUNDS was the time and place for the <br />SET FOR HEARING JULY 16, 1979 public hearing of proposed use <br /> of federal General Revenue Shar- <br />ing Funds. The City Manager presented recor~nendations for the use of the funds <br />the City is scheduled to receive. The Deputy Clerk reported there were no <br />written con~nunications. <br /> <br />Mickey Madden, 2319 North Rosewood, spoke in opposition to the proposed <br />expenditure for the Santa Aha Zoo expansion. <br /> <br />Marie Fox, 1115 Gramercy, spoke in favor of the request from the Community <br />Resources Office for $20,000 for continuation of the City's program of pro- <br />riding transportation for senior citizens to the Senior Citizens Center at <br />Third and Ross Streets. <br /> <br />The Community Resources Supervisor and the Senior Citizens Center Coordinator <br />explained the difference in the requests from the Co~nunity Resources Office <br />for $20,000 and the Orange County Community Development Council request for <br />$5,145, also for senior citizens transportation. <br /> <br />Tom Noble, Transportation Manager, Commlnity Development Council, spoke in <br />favor of the $5,145 request for senior citizens transportation. <br /> <br />Council members expressed concern about duplication of services. The City <br />Manager reported that staff has the same concerns and that fifth year <br />Community Development funds are allocated for a study of the transportation <br />system. <br /> <br />There were no other speakers. The Mayor closed the public hearing. <br /> <br />~DTION was made by Yamamoto, seconded by Bricken, to approve the selected <br />projects funding and set a public hearing for July 16, 1979, at 7:30 p.m. <br />for the purpose of adopting the General Revenue Sharing Budget for fiscal <br />year 1979-80. <br /> <br />AYES: <br />NOES: <br /> <br />BRICKEN, GRISET, LUX~OURGER, MARl<EL, SERRATO, WARD, YAMAMOTO <br />NONE <br /> <br />MOTION was made by Bricken, seconded by Ward, to direct staff to provide- <br />additional information as requested by Council on the following items, and <br />request staff to cooperate with any Councilman who might have other items <br />for clarification: <br /> <br />1) Transportation - Senior Citizens $20,000 <br />2) O.C.
