The Library <br />Director was present to answer Council questions. <br /> <br />The Director of Recreation and Parks gave a presentation on the proposed <br />allocation of funds for staffing levels, program delivery, and park mainten- <br />anceo <br /> <br />MickeyMadden, 2319 N. Rosewood, spoke in opposition to the proposed staffing <br />levels at Santa Ana Zoo. <br /> <br />The Director answered questions from Martin Lahti, Citizens Task Force <br />Committee member, on the Park Acquisition and Development Fund accounts. <br /> <br />The Director of Public Works provided a presentation of the drainage assess- <br />ment fees and answered Council questions. <br /> <br />Councilman Bricken requested that staff investigate the possibility of <br />devising a method whereby the City could "bank" water as a result of <br />conservation programs, and then use that water in times of draught. <br /> <br />Jack McCarley, President of Greater Santa Aha Chamber of Commerce, presented <br />a report from the Taxation Committee endorsing the 1979-80 Budget as <br />presented, with the following recommendations: <br /> <br />1) <br /> <br />That while recognizing the 17.2% increase in the 1979-80 City <br />Budget over 1978-79 is larger than hoped, there is some <br />catch-up involved vis-a-vis Jarvis; that there are large por- <br />tions of capital expenditures involved; that their approval <br />of 17.2% increase is limited to that figure; that any addi- <br />tional revenues accruing over the June 1979 projections must <br />not be spent, but set aside for next year's budget; <br /> <br />2) <br /> <br />That there should be inanediate business-oriented input to <br />City Council on concerns over what is considered excessive <br />vacation pay, sick pay, holidays, and fringe benefits as <br />compared to private industry in Santa Aha; and that there <br />is reason to alter the benefits for new hires; <br /> <br />3) <br /> <br />That study on items in Item #2 above should be completed and <br />presented to the City Council by January 1980, including <br />recon~aendations. <br /> <br />Council thanked Mr. McCarley for his report. <br /> <br />A1 Amezcua, 3904 South Flower, #A, expressed concern over progress in <br />development of the downtown business district. <br /> <br />Melvin Jones, 1115 South Birch, spoke regarding the prevailing wage rate <br />for City employees, and Council travel expenditures. <br /> <br />Mickey Madden stated that an overall plan for City development should be <br />prepared. <br /> <br />P. Lee Johnson, Citizens Task Force Committee Chairman, spoke on the <br />proposed 17.2% increase in the Budget.
