<br />the Agency finds that the public interest and necessity require
<br />the proposed project; that the project is planned and located in a

<br />and least private injury; and that the property sought to be
<br />acquired is necessary for the project.

<br />RESOLUTION 78-6 -- MR. AND MRS. HOWARD B. RAPP, JR.

<br />The Chairman requested that staff identify the property and the
<br />project, and to comment on the factors and evidence necessitating
<br />the condemnation action.

<br />Mr. Hammill reported that the properties in question were located
<br />in the 14 acre housing site between First to Third, Ross to
<br />Flower, and are identified as:

<br />Garnsey to Flower, which consists of a mixture of single
<br />family residences, multiple units, and two vacant lots.

<br />Mr. Hammill stated that the Agency is under contractual obligation
<br />to deliver this site to the developer, Santa Ana Intown
<br />Apartments. Mr. Hammill stated that the project is anticipated to
<br />remove seriously blighted substandard buildings in the redevelop-
<br />ment area and in their place develop 700 units of housing. The
<br />project will enhance the economic, social and aesthetic
<br />environment of the project Area. 300 units of market rate housing
<br />will be developed, of which 15% will be subsidized for low and
<br />moderate income families.
<br />
<br />The Chairman then requested that the owners, Mr. and Mrs. Howard
<br />B. Rapp, Jr., or their representative address the podium.
<br />
<br />The Executive Director reported that Mr. and Mrs. Rapp, Jr. were
<br />not going to contest the Agency's right to take the property, just
<br />that there is a difference of opinion between the Rapp's and the
<br />Agency as to value.
