<br />/ <br /> <br />. <br /> <br />The Executive Director reported that four of the Rapp tenants, <br />Alezandra Salas, Clemente Hernandez, Ignacio Barrientos, and <br />Rosario Arv ayo , had submitted a request to speak on this <br />particular condemnation. Mr. Francisco Mesa of 808 West Third, <br />introduced the speakers and translated their speeches, which were <br />given in Spanish. <br /> <br />Mr. Clemente Hernandez, 202 N. Garnsey, stated that there is a <br />problem with rats; that every time a house is torn down, the rats <br />move to other houses nearby; rent is being raised every two <br />months, and as a result feels that relocation benefits are being <br />affected. Mr. Hernandez further stated that he wished the <br />Redevelopment Agency would condemn the Rapp's property. <br /> <br />Ms. Rosario Arvayo, 204 N. Garnsey, stated that her residence was <br />owned by the Rapp's and that she paid her rent to Loomis <br />Properties. Ms. Arvayo stated that many problems existed in her <br />house that needed repair; plumbing is bad and there is water <br />leakage, however, many repairs have been made by the City crew. <br />She also stated that her rent is being raised about $10 every six <br />months; she feels this is unfair and urged the City to condemn the <br />property. <br /> <br />. <br /> <br />The Executive Director stated that if the Agency approves this <br />action against the Rapp's, the Agency will have either acquired <br />through negotiation or condemnation, all of the properties in the <br />14 acre housing site. <br /> <br />A motion was made by Mr. Bricken, seconded by Mr. Ward and carried <br />unanimously by the following roll call vote, to move that the <br />Agency finds that the public interest and necessity require the <br />proposed project; that the project is planned and located in a <br />manner that will be most compatible with the greatest public good <br />and least private injury; and that the property sought to be <br />acquired is necessary for the project. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Brandt, Bricken, Evans, Garthe, Ortiz, Ward, Yamamoto <br />None <br />None <br /> <br />. <br /> <br />A motion was made by Mr. Bricken, seconded by Mr. Garthe and <br />carried unanimously by the following roll call vote, to adopt <br />Resolution 78-6: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE <br />CONDEMNATION OF CERTAIN REAL PROPERTIES FOR REDEVELOPMENT PURPOSES <br />IN THE 14 ACRE SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, <br />AND DECLARING THE PUBLIC NECESSITY THEREFOR. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Brandt, Bricken, Evans, Garthe, Ortiz, Ward, Yamamoto <br />None <br />None <br /> <br />PUBLIC HEARING -- CONDEMNATION -- RESCUE MISSION <br /> <br />RESOLUTION 78-7 -- MISSIONARIES AT HOME <br /> <br />The Chairman requested that staff identify the property and the <br />project, and to comment on the factors and evidence necessitating <br />the condemnation action. <br /> <br />Mr. Hammill reported that the Rescue Mission is located at 214 <br />Sycamore, and is a two story structure: the upstairs is used for <br />sleeping quarters, and the downstairs is used for offices, <br />religious services and eating quarters. The property is required <br />under the Contract for Sale of Land for Private Redevelopment and <br />Owner participation Agreement dated March 23, 1976 with Second <br />Street Rev ivaI.
