<br />. <br /> <br />/" <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />CONFLICT OF INTEREST <br /> <br />Chairman Ward announced that he had a conflict of interest with <br />the following items on the agenda: <br /> <br />4A. <br /> <br />JOINT COMMERCIAL CONDOMINIUM DEVELOPMENT CORPORATION <br />(CCDC) AND LESNY DEVELOPMENT COMPANY PROPOSAL FOR <br />DEVELOPMENT OF NORTH FLOWER STREET <br /> <br />B. <br /> <br />PRESENTATION <br />TERMINAL <br /> <br />PRELIMINARY <br /> <br />PLANS <br /> <br />FOR OCTD TRANSIT <br /> <br />OF <br /> <br />C. <br /> <br />EXTENSION <br />MOHLER <br /> <br />EXCLUSIVE <br /> <br />RIGHT TO NEGOTIATE FOR JAMES <br /> <br />OF <br /> <br />Before leaving the meeting, Chairman Ward appointed (by <br />unanimous approval of the Agency) Gordon Bricken to act as Vice <br />Chairman (as Dan Griset, the Vice Chairman, was absent). <br />Chairman Ward then left the meeting. <br /> <br />JOINT COMMERCIAL CONDOMINIUM DEVELOPMENT CORPORATION (CCDC) AND <br />LESNY DEVELOPMENT COMPANY PROPOSAL FOR DEVELOPMENT OF NORTH <br />FLOWER STREET <br /> <br />The Executive Director informed the Agency that representatives <br />of all the developers involved were in the audience and willing <br />to make a brief presentation if the Agency so desired. <br /> <br />After brief discussion, a motion was made by Mr. Serrato, <br />seconded by Mr. Luxembourger and carried unanimously to grant a <br />six month exclusive right to negotiate to CCDC and Lesny <br />Development Company for development of North Flower Street, <br />subject to the formulation of a written agreement between CCDC, <br />Lesny and Allen Jones within 30 days. <br /> <br />PRESENTATION OF PRELIMINARY PLANS FOR OCTD TRANSIT TERMINAL <br /> <br />Bob Hench and John Vonzoleski, both of William Blurock & <br />Partners, architects for OCTD, showed slides and discussed the <br />preliminary plans for the OCTD Transit Terminal. <br /> <br />During the presentation, Mr. Griset arrived at 2:20 P.M. <br /> <br />After the slide presentation, questions were raised. Mr. <br />Luxembourger asked if the elevations for the buses were <br />depressed at all, or flush with the street level. Mr. Hench <br />indicated that it was less costly to bring it up to grade and <br />shield the buses with landscaping. <br /> <br />Mr. Luxembourger then asked if they planned to have fences <br />between the structure and the landscaping. Mr. Hench responded <br />that at this point they only planned to have a rail between the <br />two. Mr. Luxembourger emphasized the importance of having a <br />high fence between the structure and the landscaping to avoid <br />accidents from occurring by people taking shortcuts through the <br />landscaping to get to the structure. He also added that there <br />could be other problems with people in the bushes. <br /> <br />Mr. Luxembourger then inquired about the restroom facilities-- <br />if people had to go into the structure to locate a restroom, or <br />if some restrooms were exposed on the outside of the structure. <br />Mr. Hench stated that people had to enter the structure on the <br />lower level and go up to the second level to get to the <br />restrooms, due to the design and open space of the first level. <br />Mr. Luxembourger expressed concern about the availability of the <br />restrooms. <br /> <br />-3- <br />Íf <br />
