<br />r. <br /> <br />Through Bissell and August, consulting architects and planners, the <br />Agency has analyzed the feasibility of rehabilitation for an area <br />between Fourth and Second Street and Van Ness Avenue to Main Street in <br />. the Project Area. This project concentrates on the Second Street area <br />between Broadway and Sycamore, First and Third Streets. Re- <br />habilitation of the Second Street area will combine public <br />improvements provided by the Agency with private investment already <br />underway or planned such as the restoration of the Santora Building <br />and the Grand Central Market Building. <br /> <br />In December, 1979, the Agency completed a one-block pedestrian mall at <br />a cost in excess of $400,000. The improvements made by the Agency <br />include the paving of sidewalks and streets with interlocking pavers, <br />new curbs and gutters, trees, tree grates, lights and street <br />furniture. These improvements will be directed toward implementing an <br />overall theme for the area. <br /> <br />In April, 1979, the Agency authorized the funds necessary for the <br />expansion of Birch Park. Under the approved expansion plan, the <br />Agency will acquire five parcels located on the east side of Birch <br />Street between First and Third Streets. All structures will be <br />demolished except the historically significant Minter House. Because <br />of its historical and architectural value, the house will be conveyed <br />to a private developer for rehabilitation and use as professional <br />offices. After acquisition has been completed, Birch Street will be <br />I closed and removed between First and Third Streets. The land from the <br />vacated street will be combined with the acquired property to provide <br />a site for the construction of an urban plaza featuring benches, sun <br />shelter, fountains, sculpture, walkways and shops. Second Street <br />between Birch and Broadway will be upgraded to coincide with the <br />improvements taking place on Second Street between Broadway and <br />Sycamore Street. <br /> <br />The project will provide needed on-site parking for the Santora <br />Building; thereby, generating a higher potential for leasing of <br />commercial and office space, employment and additional tax base for <br />the citizens of Santa Ana. <br /> <br />The Chairman announced that the Agency would now like to hear from <br />those people who desired to address the Agency on this issue. He <br />added that if anyone desired to address the Agency, they should step <br />forward to the podium and give their name and address. He also <br />requested that comments be limited to five minutes. <br /> <br />There being no speakers against the adoption of Resolution 80-87, the <br />Chairman declared the public hearing closed and then asked the members <br />4IÞ of the Agency if they had questions of staff or wished to make any <br />comment. <br /> <br />After a brief discussion, it was moved by Mr. Bricken, seconded by Mr. <br />Luxembourger and carried by a vote of 6:1 (Mr. Markel casting the "NO. <br />vote) that the Agency adopt Resolution 80-87: A RESOLUTION OF THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING <br />AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR <br />REDEVELOPMENT PURPOSES IN THE SANTORA PARTNERS DEVELOPMENT SITE IN THE <br />CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC <br />NECESSITY THEREFOR. <br /> <br />. <br /> <br />1°. <br />
