<br />Mr. Griset said that, as far as he was concerned, the action of <br />condemnation needed to be a part of a total effort by the Agency to <br />support the Mission in its relocation. This effort would include <br />. assisting them with their needs throughout all levels of government. <br />He added that he could only be comfortable with the motion before the <br />Agency if reflected this point of view. <br /> <br />Mr. Bricken said that, because of the technical aspects of the <br />condemnation motion, he felt that it would be better nothing else be <br />incorporated in that specific motion. <br /> <br />Mr. Bricken added that the Agency <br />commitments regarding the Mission: <br /> <br />should <br /> <br />make <br /> <br />the <br /> <br />following <br /> <br />1. <br /> <br />Reconstitute the Task Force and add SANO as an agency to filter <br />opinions and facilitate the process of relocation. <br /> <br />2. <br /> <br />Authorize staff to give all necessary technical assistance. <br /> <br />Endorse the work which the Rescue Mission is doing and the <br />services it provides to the community and facilitate the <br />relocation in all ways possible. <br /> <br />Mr. Bricken added that he felt this relocation would help the Mission <br />to realize its full potential. <br /> <br />3. <br /> <br />~ Following the vote on the above resolution, Mr. Ward declared a recess <br />at 5:25 P.M. <br /> <br />The meeting was reconvened at 9:23 P.M. with all members present. <br /> <br />PUBLIC HEARING TO ADOPT RESOLUTION DIRECTING CONDEMNATION OF PROPERTY <br />WITHIN THE SANTORA PARTNERS DEVELOPMENT SITE <br /> <br />The Chairman announced that this is the time and place for the public <br />hearing on the issue of the public necessity to acquire by <br />condemnation property known as the vacant lot at the southwest corner <br />of Third and Sycamore Streets, Santa Ana. <br /> <br />The Chairman requested staff to identify the property and the project <br />and to comment on the factors and evidence necessitating the <br />condemnation action. He also requested that staff set forth why the <br />public interest and necessity require the project¡ why the project is <br />planned or located in the manner that will be most compatible with the <br />greatest public good and the least private injury¡ and why the <br />property sought to be acquired is necessary for the project. <br /> <br />4IÞ Mr. Thomas E. Hammill, the Agency's Real Estate Officer, stated that <br />the property is located at the southwest corner of Third And Sycamore <br />Streets in Santa Ana, California. It is a vacant unimproved lot <br />measuring 50 feet along Sycamore Street and 125 feet along Third <br />Street and contains an area of 6,250 square feet. The Agency has been <br />unable to reach an agreement for acquisition with the owners of the <br />property. <br /> <br />The public interest <br />following reason: <br /> <br />and <br /> <br />necessity <br /> <br />require <br /> <br />the <br /> <br />property <br /> <br />for the <br /> <br />1. <br /> <br />The Agency has entered into a Disposition and Development <br />Agreement with Santora Partners, dated February 19,1980. <br />The subject property is included in the agreement with <br />Santora Partners and is proposed for development as a <br />parking lot for the Santora Building that does not have on- <br />site parking. <br /> <br />The least private injury is demonstrated by the fact that the OWner <br />will receive compensation at the fair market value pursuant to Civic <br />. Code Section 1263.310. The property is necessary for the project <br />because it is required to conform to the Disposition and Development <br />Agreement previously adopted by the Agency. The project is planned <br />and located pursuant to public hearings previously held by the <br />Redevelopment Commission and the Redevelopment Agency. <br /> <br />9. <br />
