<br />In April, 1979, the Agency authorized the funds necessary for the
<br />expansion of Birch Park. Under the approved expansion plan, the
<br />Agency will acquire five parcels located on the east side of Birch
<br />Street between First and Third Streets. All structures will be
<br />demolished except the historically significant Minter House.
<br />Because of its historical and architectural value, the house will be
<br />conveyed to a private developer for rehabilitation and use as
<br />professional offices. After acquisition has been completed, Birch
<br />Street will be closed and removed between First and Third Streets.
<br />The land from the vacated street will be combined with the acquired
<br />property to provide a site for the construction of an urban plaza
<br />featuring benches, sun shelter, fountains, sculpture, walk-ways and
<br />shops. Second Street between Birch and Broadway will be upgraded to
<br />coincide with the improvements taking place on Second Street between
<br />Broadway Sycamore Street.

<br />The project will provide needed on-site parking for the Santora
<br />Building¡ thereby, generating a higher potential for leasing of
<br />commercial and office space, employment and additional tax base for
<br />the citizens of Santa Ana.

<br />The Chairman announced that the Agency would now like to hear from
<br />those people who desire to address the Agency on this issue. He
<br />added that if anyone desired to address the Agency, they should step
<br />forward to the podium and give their name and address. He also
<br />requested that comments be limited to five minutes.
