Santa Clara, Santa Ana, CA. <br />900 No. Broadway, Santa Ana, CA. <br /> <br />Bch,CA. <br /> <br />It was moved by Mr. Bricken, seconded by Mr. Serrato that the Agency <br />adopt Resolution 80-88: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE <br />CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN <br />THE SANTORA PARTNERS DEVELOPMENT SITE IN THE CITY OF SANTA ANA, <br />STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. <br />The motion carried by a vote of 6:1 (Mr. Markel casting the "NO" <br />vote) after the following discussion: <br /> <br />Mr. Bricken said that in spite of the efforts of many people for <br />many months, there seemed to have been no solution for the problems <br />of the Rescue Mission and that he felt the representatives of the <br />Mission were correct when they said it would all happen in God's <br />good time. He added that he felt the beginning of the process of <br />cooperation, which would provide resources to the Mission, was the <br />condemnation action. He pointed out that not only the Mission but <br />the Council, the Redevelopment Agency, the Downtown business <br />community and many other civic groups were now committed to <br />assisting the Mission in its relocation. He also said that he felt <br />that this could be the beginning of a new era of growth for the <br />Mission. <br /> <br />Mr. Markel said that he could not believe that the <br />occupied by the Rescue Mission building was holding <br />redevelopment effort in Santa Ana. He added that he <br />that the Second Street Mall was doing very much for <br />that he intended to vote against this resolution. <br /> <br />lot which was <br />up the entire <br />could not see <br />Santa Ana and <br /> <br />Mr. Luxembourger said that he felt that everyone was now charged <br />with the responsibility to work as a team in the relocation of the <br />Mission. He added that he felt that this could be a major step <br />forward for the redevelopment effort in Santa Ana. He added that he <br />was encouraged by the spirit of cooperation that he had detected <br />during the discussions of this problem. <br /> <br />Mr. Yamamoto said that after <br />taking into consideration the <br />Commission and staff, he <br />condemnation reluctantly. He <br />have to be an act of faith. <br /> <br />listening to all of the speakers and <br />recommendations of the Redevelopment <br />would support the resolution for <br />added that he felt that this would <br /> <br />Mr. Serrato, on a point of personal priv~lege, told an anecdote that <br />taught the moral that the attitude one brings to a town causes that <br />person to find the same attitude in the town. He also told of <br />visiting the Rescue Mission and touring the facility. He added <br />that, in his opinion, they were providing a fine service to the <br />community. Mr. Serrato stated further that he would be supportive <br />of the resolution for condemnation because he felt that the <br />relocation of the Mission could improve the quality and the quantity <br />of the Mission's services. He added that, in his opinion, the <br />present facility was inadequate and that he was making a public and <br />private commitment to help the Mission with its relocation. <br /> <br />8. <br />
