Agency member Yamamoto <br />requested that item 3A (Residential Mortgage Revenue Bonds, Issue <br />of 1980) be taken off the Consent Calendar. <br /> <br />MINUTES <br /> <br />A motion was made by Mr. Griset, seconded by Mr. Serrato and <br />carried unanimously to approve the Minutes of the Joint Meeting <br />with the City Council and Regular Meeting of the Community <br />Redevelopment Agency held on March 17,1980. <br /> <br />RESIDENTIAL MORTGAGE REVENUE BONDS, ISSUE OF 1980 <br /> <br />After discussion, a motion was made by Mr. Serrato, seconded by Mr. <br />Luxembourger and carried unanimously to continue this item until <br />the Special Meeting of the Community Redevelopment Agency to be <br />held on May 5, 1980 at 2:00 P.M. <br /> <br />EXTENSION OF EXCLUSIVE RIGHT TO NEGOTIATE WITH SELWAY/MARSHALL, <br />COVERING REHABILITATION OF MINTER HOUSE <br /> <br />After discussion, a motion was made by Mr. Luxembourger, seconded <br />by Mr. Serrato and carried (Mr. Yamamoto voted NO) to authorize a <br />six-month extension of exclusive right to negotiate between the <br />Agency and Selway/Marshall. <br /> <br />REPORT ON DISPLACEMENT OF SURFACE PARKING IN PROJECT AREA <br /> <br />A motion was made by Mr. Serrato, seconded by Mr. Luxembourger and <br />carried unanimously to receive and file the report. <br /> <br />CONTINUED <br />PROPOSAL <br /> <br />ITEM/CIVIC <br /> <br />AND MAIN STREET REDEVELOPMENT <br /> <br />CENTER <br /> <br />DRIVE <br /> <br />The Assistant Executive Director stated that Mr. Robert Edens, an <br />attorney, representing Mr. Thomas Neal (who owns two of the parcels <br />in question), wished to address the Agency. Mr. Edens stated that <br />Mr. Neal owns two of the parcels and has improved the property <br />across the street (California Western University). Mr. Neal is <br />considering constructing a two to three story building on the two <br />parcels that he presently owns, and is, therefore, requesting that <br />the six month exclusive right to negotiate for Mr. Fainbarg be <br />denied for at least six months to a year to allow Mr. Neal an <br />opportunity to present his plans. <br /> <br />The Assistant Executive Director reported that at the last regular <br />Agency meeting, a representative of the University stated that the <br />property was a necessary part of their application to the State of <br />California for accreditation. Since that meeting, staff has talked <br />with Mr. Nealon several occasions and has found that the <br />University's property and the third remaining parcel are apparently <br />available for sale. <br /> <br />-2- <br />
