<br />. <br /> <br />. <br /> <br />. <br /> <br />Jo <br /> <br />BID AWARD FOR <br />SASSCER PARK <br /> <br />CONSTRUCTION <br /> <br />IMPROVEMENTS <br /> <br />LOCATED <br /> <br />ON <br /> <br />OF <br /> <br />The City Manager asked the Assistant City Manager to review <br />the progress made in the effort to reduce the amount of the <br />bid award for the construction of improvements located on <br />Sasscer Park. The Assistant City Manager stated that, in <br />meetings involving staff and Mr. Acosta, it had been <br />determined that the estimate of the bid amount, made by the <br />City's architect, had not been realistic. He reviewed those <br />areas in which cuts might be affected and pointed out that <br />all of the bids submitted were in the $900,000 range and <br />higher. He added that the consistency shown in the bids had <br />indicated that the lowest bid, submitted by Goodman & <br />peloquin, Inc., was a more accurate costing of the project <br />than that done by the City's architect. <br /> <br />It was called to the attention of the Chairman by the <br />Assistant City Attorney that the following motion had been <br />made at the Agency meeting of August 17,1982, by Mr. <br />Griset, seconded by Mr. Luxembourger: That the <br />Redevelopment Agency authorize the Chairman of the Community <br />Redevelopment Agency to award the Bid and execute a Contract <br />with Goodman & Peloquin, Inc., the lowest responsive bidder, <br />in the amount of $993,050.10 for the construction of the <br />improvements to Sasscer Park. After a brief discussion, the <br />motion was defeated by a unanimous vote (5:0). <br /> <br />After a lengthy discussion between the Agency, Staff, the <br />contractor and his architect, in which the Agency members <br />all expressed serious reservations regarding the fact that <br />the lowest responsive bid was 29% over the estimated amount <br />shown in the City's Request for Bids, it was moved by Mr. <br />Luxembourger, seconded by Mr. Acosta and carried unanimously <br />(5:0) that the Redevelopment Agency authorize the Chairman <br />of the Community Redevelopment Agency to award the Bid and <br />execute a Contract with Goodman & Peloquin, Inc., the lowest <br />responsive bidder, for the construction of improvements to <br />Sasscer Park, and instruct staff to reduce the contract <br />amount by $100,000 through change orders based on <br />consultations with the architect and contractor, and report <br />back to the Agency. <br /> <br />ADJOURNMENT <br /> <br />There being no further business to come before the Agency, <br />Chairman Bricken declared the meeting adjourned, at 6:23 <br />P.M., until September 7, 1982 at 4:00 P.M. in the City <br />Council Chambers, 22 Civic Center Plaza, Santa Ana, <br />California. <br /> <br />~~ <br /> <br />Gordon Brlc6:en, <br />Chairman <br /> <br />~~ <br /> <br /> <br />Executive Director <br /> <br />2. <br />
