MAIN <br /> <br />A motion was made by Mr. Markel, seconded by Mr. Serrato and <br />carried unanimously to recommend that the Agency approve an <br />amendment to the Commercial Rehabilitation Participation <br />Agreement which will allow the repayment of Agency fees and <br />reimbursable to be deferred for four years. <br /> <br />MAJOR COMMERCIAL REHABILITATION PROGRAM/ASSIGNMENT <br />PARTICIPATION RIGHTS 116 WEST FOURTH STREET <br /> <br />OF <br /> <br />A motion was made by Mrs. McGuigan, seconded by Mr. Serrato <br />and carried by a 4:1 vote (Mr. Markel casting the "NO" vote) <br />to adopt Resolution 82-43: A RESOLUTION OF THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA CONSENTING TO <br />ASSIGNMENT OF COMMERCIAL REHABILITATION PROJECT AGREEMENTS <br />FOR PROPERTY LOCATED AT 116 WEST FOURTH STREET. <br /> <br />ORAL COMMUNICATIONS - SOUTH MAIN STREET PROJECT AREA <br /> <br />Ms. Brooke Modde, 1026 1/2 S. Main Street, Santa Ana, <br />California addressed the Agency regarding the South Main <br />Street Project Area and Off-Street Parking Plans. Her main <br />concern was that the people in the area be notified of the <br />plans, and stated that she had not been notified. After <br />further discussion, it was noted that Ms. Modde was not a <br />property owner in the area, but a tenant. Staff responded <br />that all property owners were notified of the plans, but <br />tenants are not, as staff has no way of knowing who they <br />are. The City Manager promised that Ms. Modde would be <br />notified if a parking lot was to be installed in her area. <br /> <br />ORAL COMMUNICATIONS - A-5 SITE <br /> <br />Mr. Robert Theel, representing the Odd Fellows Building, 311 <br />N. Main Street, Santa Ana, California, addressed the Agency <br />on the A-S site, asking for the Agency members to help him <br />in redesigning the A-S site to exclude the Odd Fellows <br />Build ing. <br /> <br />Mr. Swanson advised the Agency and Mr. Theel that he had <br />just spoken to Mr. Theel's attorney and he in turn would get <br />back to Mr. Theel to advise on the discussion. <br /> <br />Chairman Bricken suggested that Mr. Swanson, Mr. Theel and <br />his attorney get together and try to understand what this A- <br />S project is really about, and if he was still having <br />problems to come to the Agency and let them know. <br />
