<br />.:. <br /> <br />Mr. Wilson stated that the Commission, in this afternoon's <br />meeting, voted to extend this request until sixty (60) days <br />so that they could hold a study session in September. <br /> <br />After a brief discussion, a motion was made by Mr. <br />Luxembourger, seconded by Mrs. McGuigan and carried <br />unanimously to continue until September 21, 1982 the <br />approval in concept of the expansion of the Community <br />Redevelopment Commission from seven members to nine members <br />with one member from each Project Area and four members <br />serving in an at large capacity. <br /> <br />. <br /> <br />MAJOR COMMERCIAL REHABILITATION PROGRAM - PROJECTS LOCATED <br />AT 108, 112-114, 116 and 118-120 WEST FOURTH STREET; 209- <br />213,215-217, 219, 221 and 223 WEST FOURTH STREET; AND 205 <br />CIVIC CENTER DRIVE <br /> <br />Mr. Swanson stated that this involved all of the remaining <br />properties in the Wells Fargo loan program. To date, eleven <br />(11) rehabilitation projects are under construction or have <br />been completed and eight (8) projects are scheduled to <br />commence construction within sixty (60) days. The total <br />private investment for the recommended projects is <br />$3,418,280 and total public investment is $573,341. <br /> <br />. <br /> <br />Mr. Larry Bjonklund and Mr. Richard Chapel of the YMCA, 205 <br />W. Civic Center Drive, Santa Ana, California addressed the <br />Agency in favor of the recommendations. <br /> <br />After a brief discussion, <br />Luxembourger, seconded by <br />unanimously to: <br /> <br />. <br /> <br />3 <br /> <br />a motion was made <br />Mrs. McGuigan and <br /> <br />by Mr. <br />carried <br /> <br />1. <br /> <br />Approve in concept the amendment of the Commercial <br />Rehabilitation Participation Agreements for the <br />projects located at 108,112-114,116,118-120, <br />209-213, 223 W. Fourth Street, and 205 Civic <br />Center Drive; <br /> <br />2. <br /> <br />Approve in concept the payment of specified costs <br />for rehabilitation projects located at 215-217, <br />219 and 221 West Fourth Street; <br /> <br />3. <br /> <br />Approve in concept an agreement between the Agency <br />and Wells Fargo Bank regarding the guarantee of <br />repayment of specified loans in the case of <br />default; and <br /> <br />4. <br /> <br />Approve in concept the payment by the Agency of <br />the cost of construction of the second level <br />access walkway connecting the 100 block rehabili- <br />tation projects to the Third Street parking <br />structure. <br />
