<br />. /' <br /> <br />. <br /> <br />. <br /> <br />t <br /> <br />2. <br /> <br />Land provided by <br />lease arrangement <br />tion. <br /> <br />fee or lease - do not believe <br />would provide adequate mitiga- <br /> <br />Mr. stepanicich stated that he had a letter dated April 14, <br />1983 regarding comments by KLST Partnership, Ltd., on the <br />draft Environmental Impact Report for the Fashion Square <br />Commercial Center. <br /> <br />Mr. Ralph Allen, 1002 River Lane, Santa Ana, stated that <br />this was a very positive development for the City of Santa <br />Ana and that it was especially good for local participation. <br /> <br />Mr. Jerrold Fadem with Fadem, Berger & Norton, representing <br />Draper and Kramer, P.O. Box 2148, Santa Monica, stated that <br />on behalf of Draper and Kramer, they object to this project. <br />Mr. Fadem also stated that the EIR does not make available <br />any participation rights, failed to present alternatives to <br />the development and assumes significant deterioration is <br />occurring in Fashion Square. He further asserted that the <br />EIR was deficient in that it did not address the issue <br />regarding the proposed widening of the Santa Ana Freeway and <br />the time delays caused by potential litigation. <br /> <br />In response to a question raised by Chairman Luxembourger, <br />Mr. wilson stated that following this hearing, a complete <br />response to the questions raised would be made in writing <br />and/or incorporated into the final EIR. <br /> <br />Mr. Bricken stated that Mr. Fadem's facts were totally <br />inaccurate, and elaborated on past discussions with Draper <br />and Kramer with respect to their participation in the <br />proj ect. <br /> <br />In response to a question raised by Mr. Young, Mr. <br />Stephenson responded that it would be approximately the same <br />size as South Coast Plaza. <br /> <br />After a brief discussion, a motion was made by Mr. Griset, <br />seconded by Mrs. McGuigan and carried unanimously to receive <br />and file the public comments on the draft Environmental <br />Impact Report for the Fashion Square Commercial Center <br />project. <br /> <br />ISSUANCE OF TAX ALLOCATION <br />REDEVELOPMENT PROJECT AREA <br /> <br />REFUNDING <br /> <br />BONDS <br /> <br />THE <br /> <br />IN <br /> <br />Mr. Kurt Yaeger, Stradling, Yocca & Carlson, asked the <br />Agency members to set the sale date of the bonds for May 16, <br />1983. <br /> <br />-3- <br />
