<br />. . <br /> <br />. <br /> <br />for the purpose of conveying an ingress/egress easement to <br />him over a single parcel at the northeast corner of Broadway <br />and First Streets which was reserved by the Agency for two <br />years when they sold this parcel to the Greenberg's. Mr. <br />Fainbarg will post appropriate collateral to guarantee <br />performance in the amount of $35,000.00. <br /> <br />In response to questions raised by Mr. Markel, the Community <br />Development Director responded that Mr. Fainbarg owns the <br />Action Liquidators' building and wishes to secure an <br />easement to the back of his building. The Agency's right to <br />grant the easement will expire on April 10,1983 if not <br />conveyed. Mr. Fainbarg does not wish to proceed with the <br />rehabilitation of his building at this time. <br /> <br />In response to a question raised by Mr. Markel, Mr. Fainbarg <br />responded that he decided to keep the property and <br />rehabilitate it and that he had a prospective tenant. He <br />also stated that everything that the City had sent him was <br />agreed to and fine. <br /> <br />. <br /> <br />After a brief discussion, a motion was made by Mr. <br />Luxembourger, seconded by Mrs. McGuigan and carried <br />unanimously to recommend approval and authorization to <br />execute an Owner Participation Agreement with Mr. Robert <br />Fainbarg for an ingress/egress easement on property at the <br />northeast corner of Broadway and First Streets. <br /> <br />REQUEST <br />SITE <br /> <br />FOR <br /> <br />EXCLUSIVE RIGHT TO NEGOTIATE - A-I DEVELOPMENT <br /> <br />Mr. Swanson stated that Forest City Dillon had contacted the <br />Agency for construction of a 199 unit Section 8 senior <br />citizen housing located at First and Flower Streets. He <br />also stated that Forest City Dillon had incorporated as <br />Birchpark Associates and that they had met with the <br />neighborhood. <br /> <br />Mrs. McGuigan stated that she was delighted that somebody <br />was taking interest in the senior citizens and wanted to <br />commend the staff for working with the neighborhood. <br /> <br />. <br /> <br />In response to several questions raised by Mr. Acosta, Mr. <br />Swanson responded that the tower on Flower Street would <br />probably provide one parking space for every three units. <br />The agreement is being negotiated. Our only option would be <br />to increase the size of the site to accommodate more <br />parking.
