CERTIFICATES OF APPRECIATION Mayor Ward presented Certificates <br />NATIONAL SPECIAL OLYMPICS of Appreciation to Cecil Doherty, <br /> Walter Gamble, Keith Harris, Bobby <br /> Ht~nbard, and Danny Nahara in <br />recognition of their participation in the National Special Olympics held in <br />Brockport, New York, in which they placed second in the hockey team compe- <br />tition. Joyce Lawson, Recreation Leader I, was also presented with a Certi- <br />ficate of Appreciation for her work in the Special Olympics and the City's <br />Therapeutic Recreation Program. CA 73b <br /> <br />PUBLIC HEARING The Mayor opened the public <br />MINOR EXCEPTION 79-27 hearing for consideration of <br />2413 S. FAIRVIEW Notice of Exenrption and Minor <br />DENIED Exception 79-27, to allow on- <br /> sale beer and wine in an existing <br />restaurant in a shopping center which is located within 300 feet of residences, <br />at 2413-2415 South Fairview Street. <br /> <br />The staff report was given by the Planning Director. <br /> <br />The Clerk of the Council reported there were no written con~nunications. <br /> <br />There were no speakers in favor of or opposed to the Minor Exception. The <br />Mayor closed the public hearing. <br /> <br />The MDTION made by Griset, seconded by Luxembourger, to approve and file <br />the Notice of Exemption and instruct the City Attorney to prepare a resolu- <br />tion approving Minor Exception .79-27, affiming the decision of the Zoning <br />Administrator FAILED on the following vote: <br /> <br />AYES: <br />NOES: <br /> <br />GRISET, LUXEMBOURGER, SERRATO <br />BRICKEN, MARKEL, WARD, YAMAMOTO <br /> <br />Following discussion, M3TION was made by Bricken, seconded by Ward, to <br />approve and file the Notice of Exemption and instruct the City Attorney <br />to prepare a resolution denying Minor Exception 79-27, overruling the <br />decision of the Zoning Administrator. <br /> <br />AYES: BRICKEN, MARKEL, WARD, YAMAMOTO <br />NOES: GRISET, LUXE~BOURGER, Sh-RRATO CA 13.Sa <br /> <br />PUBLIC HEARING - APPEAL #410 The Mayor opened the public <br />VARIANCE 79-29 hearing for consideration of <br />1432-1436 WASHINGTON ST. Negative Declaration and Appeal <br />APPROVED No. 410 of the Planning Com- <br /> mission denial of Variance No. <br />79-29, which would allow construction of classrooms for religious instruction, <br />waiving a portion of the required parking, at 1432-1436 W. Washington Avenue <br />in the R1 District. <br /> <br />The staff report was given by the Associate Planner. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />The following persons spoke in favor of the Appeal and Variance: <br /> <br />Wilbur O.
