A <br />motion was made by Councilmember Young, seconded by <br />Councilmember Acosta and carried unanimously to adopt <br />Resolution 84-88: A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH RESPECT TO <br />THE CONSIDERATION TO BE RECEIVED BY THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO A <br />DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND LOWY <br />DEVELOPMENT CORPORATION FOR THE SALE OF CERTAIN REAL <br />PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT AND <br />APPROVING THE SALE OF SAID REAL PROPERTY UPON THE TERMS AND <br />CONDITIONS CONTAINED IN THAT AGREEMENT. <br /> <br />CONTINUATION OF JOINT PUBLIC HEARING FOR THE A-3 DEVELOPMENT <br />SITE <br /> <br />Chairman Luxembourger announced that this was the time and <br />place for the Joint Public Hearing of the Community <br />Redevelopment Agency and the City Council of the City of <br />Santa Ana for the proposed sale of property known as the A-3 <br />site by the Community Redevelopment Agency of the City of <br />Santa Ana to CM Plaza. The site is bounded on the north by <br />Santa Ana Boulevard, on the west by Broadway Street, on the <br />south by Fifth Street, and on the east by Sycamore Street. <br /> <br />Chairman Luxembourger requested that staff identify the <br />property or issues and give staff recommendation. The <br />Executive Director/Economic Development stated that the <br />Redevelopment Agency, at its meeting of NOvember 16, 1982, <br />granted a six month exclusive right to negotiate to CM Plaza <br />to build a 100,000 square foot commercial/office building. <br />This exclusive right to negotiate was extended an additional <br />six months. On February 21,1984, the Redevelopment Agency <br />continued its joint public hearing with the City Council to <br />afford the County of Orange the opportunity to present an <br />alternative proposal for a park. Staff is now requesting <br />that the public hearing be cancelled and that the County of <br />Orange be given the opportunity to submit to the Agency, by <br />its meeting of September 18, 1984, a proposal to develop the <br />A-3 site as an urban park with approximately 350 underground <br />parking spaces and a restaurant pad. This proposal must be <br />in the form of an executed Disposition and Development <br />Agreement. <br /> <br />In response to a question by Mr. Bricken, Mr. Young <br />responded that the developer wants to negotiate a new <br />Disposition and Development Agreement for 90,000 square feet <br />and also, the County of Orange would like to come back with <br />a proposal. <br /> <br />-3- <br />
