<br />. <br /> <br />. <br /> <br />. <br /> <br />1. <br /> <br />Adopt Resolution No. 90-2 - A Resolution of the Community Redevelopment <br />Agency of the City of Santa Ana approving an agreement between the <br />Agency and Hutton Development Co., Inc. <br /> <br />2. <br /> <br />Approve the conceptual plans proposed by Hutton for development of a <br />commercial office complex at Flower Street and Santa Ana Blvd. <br /> <br />PUBLIC HEARING TO ADOPT A RESOLUTION AUTHORIZING AND DIRECTING THE <br />CONDEMNATION OF REAL PROPERTY LOCATED AT 820-826 LACY STREET <br /> <br />At 6:04 p.m., Vice Chairman Acosta opened the public hearing on the issue of <br />the condemnation of real property located at 820-826 Lacy Street. <br />Michael Hennessey, Real Estate Officer, presented the staff report and <br />commented on the factors and evidence necessitating the condemnation action. <br /> <br />When the Vice Chairman asked for written communications, the Clerk of the <br />Council responded that there were none. <br /> <br />Mr. Larry Samuelson addressed the Agency, and commented favorably on this <br />matter. <br /> <br />Vice Chairman Acosta closed the public hearing at 6:11 p.m. <br /> <br />After a brief discussion, it was moved by Agency Member McGuigan, seconded by <br />Agency Member Norton and carried unanimously (5:0) that the Redevelopment <br />Agency adopt Resolution 90-3 - A Resolution of the Community Redevelopment <br />Agency of the City of Santa Ana authorizing and directing the condemnation of <br />that certain real property located at 820-826 Lacy Street (Orange County <br />Assessor Parcel Nos. 398-041-16 and 398-041-17), in the City of Santa Ana, for <br />redevelopment purposes, and declaring the public necessity therefore. <br /> <br />Robert Wheeler, Assistant City Attorney, made a recommendation to change <br />Resolution No. 90-3, page three, paragraph one to read, ".....the staff <br />reports dated March 7, 1990 and March 20, 1990." <br /> <br />Agency Member Norton left the meeting at 6:15 p.m. <br /> <br />HOME MORTGAGE FINANCE AND CREDIT CERTIFICATE PROGRAM <br /> <br />It was moved by Agency Member Pulido, seconded by Agency Member Griset and <br />carried unanimously (4:0) that the Redevelopment Agency: <br /> <br />1. <br /> <br />Adopt Resolution 90-4 - A Resolution of the Community Redevelopment Agency <br />of the City of Santa Ana adopting a Home Mortgage Finance and Mortgage <br />Credit Certificate Program in cooperation with the County of Orange, <br />authorizing an application to the California Debt Limit Allocation <br />CoDUllittee for an allocation for the issuance of Mortgage Credit <br />Certificates and the transfer of such allocation to the County of Orange. <br /> <br />2. <br /> <br />Direct the Agency Attorney to prepare and authorize the Chairman and <br />Executive Director to execute a cooperative agreement between the County <br />of Orange and the City of Santa Ana to implement a Home Mortgage Finance <br />and Mortgage Credit Certificate Program. <br /> <br />-2- <br />
