PROCLAMATION A proclamation proclaiming <br />"COMMUNITY COLLEGE WEEK" February 16 through 23, 1980, <br /> as "Community College Week" <br /> was presented by Mayor Ward <br />to Dr. J. William Wenrich, President of Santa Ana College and Superin- <br />tendent of Rancho Santiago Community College District. CA 46 <br /> <br />OATH OF OFFICE <br />MIRIAM SHAW <br />LIBRARY BOARD <br /> <br />Board. <br /> <br />The Clerk of the Council <br />administered the oath of <br />office to Miriam Shaw, new <br />appointee to the Library <br /> CA 80.9 <br /> <br />APPEAL NO. 412 - DENIED The Mayor declared a con- <br />CD PLAN #33 - ARCHITECTURAL REVIEW flict of interest in this <br />CIVIC CENTER DRIVE - APPROVED matter and left the Council <br /> Chambers. Vice Mayor Bricken <br />assumed the Chair and opened the public hearing for consideration of <br />Appeal No. 412, filed by Artesia Pilar Neighbors, and Civic Development <br />Plan No. 33, Architectural Review, property located north of Civic Center <br />Drive between Flower and Lowell Streets. <br /> <br />The staff report and recommendation were presented by the Senior Planner. <br /> <br />The Clerk of the Council reported there were no new written communications. <br />The Vice Mayor reported for the record that the letter dated February 14, <br />1980, and attachment, from Artesia Pilar Neighbors was received by the <br />Council. <br /> <br />The following persons spoke in favor of the Appeal: <br /> <br />Sylvia Salenius, 919 N. Olive, Artesia Pilar Neighbors <br />Pete Major, 923 N. Olive, Artesia Pilar Neighbors <br />LaDale Dunbar, 824 N. Olive, Artesia Pilar Neighbors <br /> <br />Keith Henry, 817 N. Broadway, Civic Center Corridor Association, read a <br />letter from area residents proposing modified zoning in the neighborhood. <br /> <br />Bill Gray, 4001 Birch Street, Newport Beach, Partner, Vista Development <br />Corporation, spoke in opposition to the Appeal, and in favor of the Civic <br />Development Plan No. 33 Architectural Review. <br /> <br />Following a rebuttal by LaDale Dunbar, and answers to Council questions <br />by speakers and staff, the Vice Mayor closed the publ. ic hearing. <br /> <br />RECESS Council recessed from 8:55 <br /> to 9:00 p.m. <br /> <br />APPEAL NO. 412 - CIVIC DEVELOPMENT PLAN NO. 33 - ARCHITECTURAL REVIEW - <br />Continued <br /> <br />On the request of Councilman Markel,'the Vice Mayor invited one addi- <br />tional speaker to address the Council. Janice Boer, 912 North Lowell, <br />spoke in favor of the project, and in favor of the Appeal. <br /> <br />Following further staff response to Council questions, and lengthy <br />discussion, MOTION was made by Luxembourger, seconded by Serrato, to <br />approve Civic Development Architectural Plan Review No. 33, subject to <br />site plans, elevations, architectural renderings and materials presented, <br />and subject to all recommended conditions of approval in the Planning <br />Director's report, affirming the decision of the Planning Commission, <br />subject to the addition of a requirement for a solid wall, running east <br />and west, on the north side of the parking structure, for approximately <br />110 feet contiguous to the residential property closest to the project. <br /> <br />CITY COUNCIL MINUTES <br /> <br />59 <br /> <br />FEBRUARY 19, 1980 <br /> <br /> <br />
