MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />May 19, 1980 <br /> <br />The meeting was called to order at 2:50 p.m. by Mayor James E. Ward in the <br />City Council Chambers, 22 Civic Center Plaza, following the regular meeting <br />of the Community Redevelopment Agency. Council members present were Gordon <br />Bricken, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, Alfred C. <br />Serrato, Harry K. Yamamoto, and Mayor Ward. Also present were City Manager <br />Daniel E. Stone, City Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C. Guy. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />meeting. <br /> <br />The Pledge of Allegiance to the <br />Flag and the Invocation by <br />Councilman Serrato were observed <br />during the preceding Agency <br /> <br />SPECIAL PRESENTATIONS The following special presenta- <br />SENIOR CITIZENS & tions were made by Mayor Ward: <br />DEPUTY CLERK OF THE COUNCIL Certificates of Appreciation to <br /> Senior Center volunteers John <br />Holderer and Gladys Frank, and Central Orange County Retired Senior Volun- <br />teer Program Director Cecilia O'Meara; City emblem tile plaque to Senior <br />Volunteers representatives Thelma Gammel and Rebecca Luna; and Certificate <br />of Appreciation to Martha Lee upon her resignation as Deputy Clerk of the <br />Council of the City. <br /> <br />PUBLIC HEARING - MARKS REHAB The Mayor opened the public <br />FINANCING PROGRAM PROPOSAL hearing for consideration of <br />CONTINUED TO JUNE 2, 1980 the proposed Marks Rehabilita- <br /> tion Financing Program, desig- <br />nated Historical Rehabilitation Area, and procedures for selection and <br />financing of related projects. <br /> <br />The staff report and recommendations were presented by the Director of <br />Redevelopment and Housing. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />There were no speakers in favor of or in opposition to the proposal. The <br />Mayor closed the public hearing. <br /> <br />Following Council discussion, MOTION was made by Luxembourger, seconded by <br />Markel, to continue the matter to June 2, 1980, for additional information <br />from staff pertaining to criteria for selection of the proposed designated <br />area, including preparation of comprehensive overlay maps of the designated <br />area in relation to the redevelopment project area and to the City as a <br />whole. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None CA 87 <br /> <br />CONSENT CALENDAR - ITEMS REMOVED The following items were removed <br />DISSENTING VOTES - ABSTENTIONS - from the Consent Calendar: Item <br />POSTPONEMENT TO EVENING SESSION 8D by a member of the public; Item <br /> 3B by Serrato; Item 4 by Ward; <br />Items 5B, 19A and 19B by Yamamoto; and Item 12D by Griset.
