MacARTHUR <br /> <br />Vice Mayor Bricken declared a <br />conflict of interest in the <br />following matter and left the <br />Council Chambers. <br /> <br />The Mayor announced that this was the time and place for the public hearing <br />of Negative Declaration and Appeal No. 417 - Condominium Conversion Waiver <br />80-1 - 2500 West MacArthur Boulevard. <br /> <br />The Senior Planner presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />The Mayor acknowledged the letter dated May 30, 1980, from Malcolm C. <br />Ross, Director of Development, C. J. Segerstrom & Sons, in favor of the <br />Appeal and Waiver. <br /> <br />Norman Rasmussen, 444 W. Ocean, Long Beach, and Stan Morris, 1706 Irvine <br />Blvd., Tustin, spoke in favor of the Appeal and Waiver. <br /> <br />There were no other speakers. The Mayor closed the public hearing. <br /> <br />Following discussion, MOTION was made by Luxembourger, seconded by Serrato, <br />to approve and file the Negative Declaration, and instruct the City Attorney <br />to prepare a resolution granting Appeal No. 417, approving Waiver 80-1, and <br />overruling the decision of the Planning Commission. <br /> <br />An AMENDMENT to the motion by Griset, seconded by Ward, to waive require- <br />merits for separate sewer facilities for each unit CARRIED on the following <br />vote: <br /> <br />AYES: Griset, Luxembourger, Serrato, Ward, Yamamoto <br />NOES: Markel <br />ABSENT: None <br />ABSTAINED: Bricken <br /> <br />A second AIIENDMENT to the original motion by Serrato, seconded by Luxembourger, <br />to waive requirements for separate water meters for each unit FAILED on the <br />following vote: <br /> <br />AYES: Luxembourger, Markel, Serrato <br />NOES: Griset, Ward, Yamamoto <br />ABSENT: None <br />ABSTAINED: Bricken <br /> <br />The Council recessed from 10:00 p.m. to 10:10 p.m. <br /> <br />MOTION was made by Luxembourger, seconded by Yamamoto, to approve and file <br />the Negative Declaration, and instruct the City Attorney to prepare a <br />resolution denying Appeal No. 417 with the stipulation that the water <br />metering system consist of seven master meters installed on the City <br />system with individual units to be sub-metered on a private water system, <br />denying Waiver 80-1, and affirming the decision of the Planning Commission. <br /> <br />CITY COUNCIL MINUTES 195 JUNE 2, 1980 <br /> <br /> <br />
